This tender is well-structured with a clear description of needs and an objective evaluation methodology. However, the absence of specific technical details and explicit evaluation criteria in the initial announcement limits completeness and clarity, while practical aspects like e-submission are not detailed.

Scoreoverzicht

Wettelijke naleving75/100

The tender follows a formal competitive flexible procedure, indicating adherence to regulatory frameworks. The CPV code is appropriate for the subject matter. While deadlines are provided, the submission deadline of October 18, 2026, for a contract starting October 19, 2026, is extremely short, suggesting a potential procedural issue. There is no information on disputes.

Extremely short submission deadline relative to the contract start date.
Duidelijkheid80/100

The description of the project's purpose, background, and the collaboration between fire services is clear. The evaluation methodology (PQP) is explained, which aids understanding. However, essential details such as specific technical specifications and detailed evaluation criteria are deferred to the Invitation to Tender (ITT), impacting immediate clarity.

Specific technical specifications deferred to ITT.
Detailed evaluation criteria not specified in this announcement.
Volledigheid70/100

Basic information such as title, organization, estimated value, duration, and CPV code is present. However, the critical omission of explicit evaluation criteria and detailed technical requirements, which are crucial for bidders, reduces the completeness of this initial announcement. The availability of tender documents is noted as 0 content/summaries.

No document content/summaries available.
Missing specific technical requirements.
Eerlijkheid85/100

The use of a Price per Quality Point (PQP) methodology with defined tie-breaking rules suggests an objective evaluation process. The estimated value is disclosed. Requirements are focused on the functional needs of the tri-service collaboration and operational continuity, rather than tailored to specific companies. The restricted procedure implies a pre-qualification stage, which is standard.

Praktische uitvoerbaarheid65/100

However, there is no explicit mention of an e-submission portal or process, and a URL for documents is not provided. Financing information is also absent.

The key fields such as title, reference, organization, value, and duration are populated. The contract start date and submission deadline are present, though the deadline appears inconsistent with the contract start date. There is no indication of suspension or disputes.

Submission deadline significantly conflicts with the contract start date.
Duurzaamheid50/100

There is no explicit mention of green procurement, social aspects, innovation, or EU funding within the provided tender details. This suggests these elements are either not a focus or will be detailed in separate documentation not yet available.
