Andere entiteiten die momenteel een afvaldienstcontract (of opvolgende regeling) hebben, of in de toekomst kunnen aangaan, met de Contracterende Autoriteit, kunnen gebruik maken van diensten die via het DPS worden geleverd als klanten van de Contracterende Autoriteit (zie Sectie VI Aanvullende Informatie).
