Originele aanbestedingsbeschrijving

Goed

Kwaliteitsscore aanbesteding

This Preliminary Market Engagement (PME) provides a clear description of the service and technical requirements for a complex digital transformation, but lacks formal tender elements and suffers from critical practical issues like the absence of e-submission.

Scoreoverzicht

Wettelijke naleving75/100

The PME is a good practice for complex procurements, offering a generous timeframe for market engagement. CPV codes are appropriate. However, the 'Type' and 'Procedure' fields are undefined, and the reveal date is missing, indicating minor data structuring issues.

Undefined 'Type' and 'Procedure' fields
Missing reveal date
Duidelijkheid80/100

The description of the Court Funds Office service, its challenges, and the technical requirements for digital transformation are very clear and unambiguous. However, the absence of any evaluation criteria, even for market feedback, reduces overall clarity regarding the procurement's future direction.

No evaluation criteria specified
Volledigheid70/100

Basic information, estimated value, duration, and location are well-defined. Technical requirements are detailed. However, as a PME, it explicitly lacks formal eligibility, exclusion, financial, and evaluation criteria, which would be essential for a complete tender document.

No formal eligibility, exclusion, or financial criteria defined
No evaluation criteria defined
Eerlijkheid65/100

The estimated value is disclosed, and the PME submission deadline is exceptionally generous, promoting broad market participation. However, the absence of e-submission is a significant barrier to equal access and transparency. The mention of a specific third-party product (Legal & General) is a minor concern, though likely an existing integration.

No e-submission supported
Specific third-party product mentioned (minor concern for market limitation)
Praktische uitvoerbaarheid55/100

The lack of electronic submission is a major practical drawback, hindering efficiency and accessibility for potential participants. While the contract start date is known, its distant future date (2029) suggests a very long lead time, which can be both a strength for planning and a challenge for market commitment.

No electronic submission supported
Gegevensconsistentie80/100

Most key fields are populated, and dates are logical and consistent, with the PME deadline well ahead of the contract start. However, the 'Type' and 'Procedure' fields being 'None' and the missing reveal date represent minor data inconsistencies.

Undefined 'Type' and 'Procedure' fields
Missing reveal date
Duurzaamheid50/100

The tender demonstrates a strong focus on innovation through its aim for complete digital transformation and efficiency improvements. However, it completely lacks any explicit green procurement or social criteria, which is a missed opportunity for a project of this scale.

No green procurement criteria
No social criteria

Sterke punten

Clear and detailed description of the service and technical requirements
Generous submission deadline for preliminary market engagement
Strong focus on digital transformation and innovation
Estimated value and contract duration are clearly specified
Good data consistency for key timeline and financial information

Aandachtspunten

Absence of electronic submission for market engagement
Lack of formal eligibility, exclusion, and evaluation criteria (even for PME, future clarity)
No explicit green procurement or social sustainability criteria
Undefined 'Type' and 'Procedure' fields in basic information

Aanbevelingen

1. Implement electronic submission for all stages of the procurement process, including PME, to enhance fairness and practicality.
2. Provide clearer guidance on the specific areas of market feedback sought and potential future evaluation criteria to improve clarity for participants.
3. Integrate green procurement and social responsibility criteria into future tender documentation to align with modern best practices.
