Oxfordshire County Council vraagt offertes aan van adequaat gekwalificeerde aanbieders met een bewezen staat van dienst in het leveren van kwalitatieve huisvesting en ondersteuning aan kwetsbare jongeren tussen 16-25 jaar, inclusief jongeren die onder de voogdij van de Raad vallen. Het Raamwerk is primair gericht op het ontwikkelen van capaciteit in Oxfordshire. Daarnaast worden offertes geaccepteerd voor de volgende locaties: Northamptonshire, Buckinghamshire, Berkshire, Wiltshire, Gloucestershire, Worcestershire, Warwickshire, Hampshire, Surrey, Londen, Bedfordshire en Hertfordshire. Dit wordt een Open Raamwerk met doorlopende aanmeldingsperiodes gedurende de looptijd van de overeenkomst. Eenmaal geaccepteerd op het raamwerk, krijgen aanbieders de mogelijkheid om via mini-competities te bieden op individuele plaatsingen en/of blokken. Het Raamwerk zal aanvankelijk bestaande contracten voor huisvesting met ondersteuning voor jongeren aanvullen en is bedoeld als middel om deze contracten in de toekomst te vervangen wanneer ze opnieuw worden gecontracteerd. Het Raamwerk gaat in van november 2023 en loopt tot 2032. De Raad garandeert niet het volume van de uitgaven die onder dit Raamwerk zullen worden toegekend, maar op basis van projecties verwachten we dat er ongeveer £70 miljoen zal worden uitgegeven gedurende de looptijd van het Raamwerk.
