Vieninga fizinių, vietoje teikiamų apsaugos paslaugų sistema, kuri bus prieinama kelioms atskiroms organizacijoms jų apsaugos pajėgumų teikimui. Sutarties pradžioje kiekviena organizacija veiks nepriklausomai, turėdama savo specializuotus apsaugos darbuotojus, priežiūros tvarką ir vaizdo stebėjimo operatorių. Todėl paslaugų teikimas, valdymas ir veiklos valdymas iš pradžių bus skirtingas kiekvienai organizacijai. LLDC metines išlaidas vertina 4 mln svarų sterlingų, o LS185 – apie 1 mln svarų sterlingų.
