Be to, yra FCA pagrindų sutartis, skirta mokymosi negalią ir autizmą turintiems asmenims (LD&A). Tačiau įgyvendinus 2023 m. Pirkimo įstatymą, APL nebėra perspektyvi pirkimo vykdymo galimybė. Dėl to Šropšyro taryba peržiūri alternatyvius modelius, siekdama užtikrinti veiksmingą ir atitinkantį bendruomeninės priežiūros paslaugų pirkimą ateityje. Konkurso kokybės įvertinimas

This is a well-structured Preliminary Market Engagement (PME) notice, clearly outlining its purpose to gather market insights for future Community Based Care Services procurement under the new Procurement Act 2023. While some structured data fields are unpopulated or contradictory, the descriptive text provides excellent clarity.

Įvertinimo detalės

Atitiktis teisės aktams75/100

The tender clearly defines itself as a Preliminary Market Engagement, which impacts the applicability of certain legal requirements. It explicitly references the Procurement Act 2023, demonstrating an intent for future compliance. CPV codes are appropriately assigned. However, the 'Type: None' and 'Procedure: None' in the structured data are minor formal gaps, even if clarified in the description.

Structured data fields 'Type' and 'Procedure' are unpopulated.
Structured data field 'Liable Person' is empty.
Aiškumas80/100

The description is exceptionally clear and unambiguous, explicitly stating the purpose of the PME, its scope, and the rationale behind it (Procurement Act 2023). AI-extracted requirements are well-documented and understandable, appropriately tailored for a market engagement rather than a formal call for competition.

Užbaigtumas70/100

The tender provides all essential information for a Preliminary Market Engagement, including title, reference, organization, estimated value, duration, and key dates. Documents are attached and summarized. However, some structured data fields like 'Type', 'Procedure', and 'Liable Person' are missing, and formal evaluation criteria are not present (though not expected for a PME).

Structured data fields 'Type' and 'Procedure' are unpopulated.
Structured data field 'Liable Person' is empty.
Sąžiningumas85/100

The PME approach inherently promotes fairness by seeking broad market input. Full document access is provided via a URL, and the estimated value is disclosed. Requirements are generic and not tailored to a specific company. Electronic engagement via portals is supported, ensuring equal access for participation.

Praktiškumas65/100

A document URL is provided, and the contract start date and duration are clearly specified. Electronic engagement and participation are supported through the Delta and In-tend portals. Financing information is limited to the estimated value, without further detail on funding sources. The automated check's 'No e-submission' might refer to formal bid submission, which is not applicable for a PME but could be a future concern.

Financing information is basic (estimated value only).
Ambiguity regarding full electronic submission capabilities for a future formal tender.
Duomenų nuoseklumas70/100

Key fields like title, reference, organization, description, deadlines, value, and duration are present and generally consistent. Dates are logical. However, 'Type: None', 'Procedure: None', and an empty 'Liable Person' field represent gaps in structured data. The 'Value Classified: Yes' flag contradicts the explicit disclosure of the estimated value.

Structured data fields 'Type' and 'Procedure' are unpopulated.
Structured data field 'Liable Person' is empty.
Tvarumas50/100

The tender's focus on Community Based Care Services inherently addresses social aspects, but explicit social criteria for suppliers or outcomes are not detailed. There is an implicit focus on innovation by seeking 'solutions and functionalities' and 'alternative models' under the new Procurement Act 2023. However, no explicit green procurement criteria are mentioned.

No explicit green procurement criteria.
Social aspects are inherent but not explicitly framed as procurement criteria.

Privalumai

Clear purpose and scope of the Preliminary Market Engagement.
Explicit acknowledgment of the new Procurement Act 2023 and its implications.
Comprehensive AI-extracted requirements tailored appropriately for a PME.
Good market engagement approach to inform future procurement strategy.
All key financial and timeline information (value, duration, start date) is provided.

Problemos

Inconsistencies in structured data fields (e.g., 'Type: None', 'Procedure: None', 'Value Classified: Yes' despite value disclosure).
Lack of explicit sustainability (green/social) criteria, although the service itself is social.
Ambiguity regarding full electronic submission capabilities for a future tender, despite electronic engagement for the PME.
Structured data field 'Liable Person' is empty.

Rekomendacijos

1. Ensure structured data fields are fully and consistently populated, or provide clear explanations for their absence, to avoid ambiguity.
2. Consider explicitly integrating sustainability (environmental and social) criteria into the future procurement framework, beyond the inherent social nature of the services.
3. Clarify the e-procurement capabilities for the subsequent formal tender process.
