This market engagement questionnaire is issued in accordance with Guys & St Thomas’ NHS Foundation Trust (GSTT) procurement and governance procedures. The issue of this questionnaire follows GSTT approval to engage with the market to gauge capacity and interest for the procurement of the GSTT Ward Refurbishment programme.
As one of the UK's largest and most successful NHS Foundation Trusts, GSTT leads in healthcare innovation and excellence. Centred in London, the Trust incorporates five hospitals, each with a rich legacy of clinical brilliance and pioneering research. The hospitals include:
- Guy’s Hospital;
- St Thomas’ Hospital;
- Evelina London Children’s Hospital;
- Royal Brompton Hospital;
- Harefield Hospital;
- Associated Community Sites.
The GSTT Ward Refurbishment Programme covers ward refurbishments across the above GSTT estate, aimed at ensuring the Trust’s estate remains fit for purpose, and best placed to ensure the continued delivery of clinical excellence now and into the future.
The Ward Refurbishment Programme will adopt a tiered, risk-based scope, enabling investment to be proportionate to clinical, infrastructure, and statutory risk. The final scope for each ward will be confirmed following detailed surveys, risk assessments, and cost modelling. This approach allows the programme to prioritise highest-risk interventions while maintaining affordability and operational continuity. As such, this procurement exercise will need to incorporate a degree of
flexibility, and centres on the development of a long-term partnership essential to ensure the successful delivery of this important programme.
The key Trust objectives underpinning this procurement exercise are:
- Ease of use – GSTT are currently delivering a significant number of construction projects across the GSTT estate. These appointments need to facilitate the ease at which these
projects are delivered.
- Equal Opportunity – the tender should provide equal opportunity to all suitably qualified tenderers and does not restrict SMEs and smaller local suppliers.
- Flexibility of Value – successful tenderers should be able to be appointed across a range of construction values. On this basis the contractual and pricing mechanisms should allow
flexibility to suit different value bands.
- Flexibility of Scope – the tender should allow flexibility to potentially support wider clinicalspace refurbishment projects across the Trust (excluding specialist areas such as theatres,
cath labs and major medical equipment programmes which will require separate procurement routes).
- Social Value – the tenders should promote genuine social value for GSTT and the local environment.
- Continued workflow – the tender should facilitate the continued instruction of work with a
permanent contractor presence on site, although this will not be guaranteed.
- Speed of delivery – GSTT require a procurement mechanism which will allow access to the market at the earliest opportunity.
Whilst specific work scopes are to be developed, the works are likely to include general ward modernisation, ventilation upgrades, building safety compliance works (including Building Safety Act Gateway 2 applications where required), and integration with existing specialist systems (building management systems, nurse call, medical gases, security, fire alarms, data and IT).
