Konkurso kokybės įvertinimas

This tender presents a clear service description and strong social objectives, but its overall quality is significantly hampered by the absence of evaluation criteria, lack of e-submission, and issues with document management.

Įvertinimo detalės

Atitiktis teisės aktams75/100

The tender clearly defines the procedure type (Open, Competitive flexible, Light Touch Regime of the Procurement Act 2023) and assigns an appropriate CPV code. The submission deadline is reasonable. However, the AI summary indicates a lack of explicit detail for mandatory exclusion, eligibility, and financial requirements, which, if truly absent from the full documents, could pose compliance risks. The presence of an irrelevant document also raises concerns about the quality of the tender portal's presentation.

Lack of explicit mandatory exclusion, eligibility, and financial requirements in the AI summary.
Irrelevant document (Document 1) attached to the tender.
Aiškumas60/100

The service description, objectives, and geographical lot division are very clear and unambiguous. Technical capability requirements are also well-defined. However, the complete absence of specified evaluation criteria is a major clarity issue, making it difficult for bidders to understand how their proposals will be assessed. The lack of explicit details for exclusion, eligibility, and financial requirements further reduces overall clarity.

No evaluation criteria specified.
Lack of explicit eligibility, mandatory exclusion, and financial requirements in the AI summary.
Užbaigtumas65/100

Basic information such as title, reference, organization, value, duration, and location is provided. However, the tender is incomplete due to the critical absence of evaluation criteria. Furthermore, the AI summary indicates missing explicit details for mandatory exclusion, eligibility, and financial requirements. Document management is also problematic, with an irrelevant document attached and another failing to download.

Missing evaluation criteria.
Lack of explicit eligibility, mandatory exclusion, and financial requirements in the AI summary.
Sąžiningumas45/100

The absence of specified evaluation criteria is a significant fairness concern, as it compromises transparency and objectivity in the assessment process. The lack of electronic submission (e-submission) creates a barrier to equal access and efficiency for potential bidders. While the technical requirements appear generic and not tailored, and the value is disclosed, these procedural shortcomings severely impact the fairness of the procurement process.

No evaluation criteria specified.
No electronic submission (e-submission) supported.
Praktiškumas50/100

The lack of electronic submission is a major practical drawback, increasing administrative burden for bidders and the contracting authority. While the contract start date and duration are clearly specified, the issues with attached documents (irrelevant content, failed download) also hinder practical access to complete tender information.

No electronic submission (e-submission) supported.
Issues with attached documents (irrelevant document, failed download).
Duomenų nuoseklumas60/100

Dates (submission, contract start) and the estimated value are logical and consistent. However, some key fields like 'Liable Person', 'Type Code', and 'Procedure Code' are empty. A significant data consistency issue is the inclusion of a contract award notice for a completely different project (Document 1) and the failure to download another document (Document 5), indicating poor data quality or management.

Irrelevant document (Document 1) attached.
One document failed to download (Document 5).
Tvarumas80/100

This tender scores highly on social sustainability, as its core purpose is to deliver a 'social connection service' aimed at reducing loneliness, improving wellbeing, and strengthening community resilience. These are direct social objectives. While it does not explicitly focus on green procurement or innovation, its inherent social focus is a strong positive aspect.

Not explicitly focused on green procurement.
No explicit innovation focus.

Privalumai

Clear service description and objectives.
Value and duration are clearly specified.
Tender is divided into geographical lots, promoting broader participation.
Strong focus on social connection and community wellbeing.
Reasonable submission deadline (41 days).

Problemos

Missing evaluation criteria, severely impacting fairness and clarity.
No electronic submission (e-submission) supported.
Issues with attached documents (irrelevant document, failed download).
Lack of explicit mandatory exclusion, eligibility, and financial requirements in the summary.
Some key fields are empty, indicating incomplete data.

Rekomendacijos

1. Publish clear, objective, and comprehensive evaluation criteria to ensure transparency and fairness.
2. Implement electronic submission for improved accessibility, efficiency, and equal access for bidders.
3. Ensure all tender documents are relevant, accessible, and complete, including explicit details for exclusion, eligibility, and financial requirements.
