Transakcijų duomenys yra grąžinami į pagrindines sistemas, be pagrindinės apskaitos sistemos, kuri šiuo metu yra Unit4 Business World.

This tender for an Income Management System replacement is generally well-described with clear technical requirements and a defined contract structure. However, it suffers from significant completeness and fairness issues due to missing evaluation criteria, a failed document download, and the absence of e-submission.

Įvertinimo detalės

Atitiktis teisės aktams75/100

The procedure type and CPV code are clearly defined, and there are no reported disputes. However, the tender lacks specified mandatory exclusion grounds in the AI-extracted requirements, and the 'Divided into Parts' characteristic contradicts the 'single provider' description, creating a legal ambiguity. The missing reveal date is also a disclosure gap.

Missing mandatory exclusion grounds in AI-extracted requirements
Contradiction between 'Divided into Parts' characteristic and 'single provider' description
Aiškumas60/100

The description of the required system, its cloud-hosted nature, and integration with Unit4 Business World are clear and unambiguous. However, the complete absence of specified evaluation criteria is a major clarity issue, making it difficult for bidders to understand how their proposals will be judged.

No evaluation criteria specified
Performance conditions for extensions are vaguely stated
Užbaigtumas55/100

While basic information, estimated value, and contract duration are provided, the tender is significantly incomplete. A critical 'Tender Notice' document failed to download, and the AI-extracted requirements indicate missing mandatory exclusion grounds and financial requirements. The absence of evaluation criteria further reduces completeness.

Critical 'Tender Notice' document failed to download
No evaluation criteria specified
Sąžiningumas50/100

Fairness is severely compromised by the failed download of a key tender document and the complete absence of evaluation criteria, which hinders transparency and objectivity. The lack of an e-submission option is also a significant drawback for equal access in modern procurement. While the 'single provider' approach is justified by pre-market engagement, these other issues create an uneven playing field.

Critical tender document failed to download, limiting full access
No evaluation criteria specified, compromising transparency and objectivity
Praktiškumas65/100

The tender clearly specifies the contract start date and duration. However, the lack of electronic submission is a major practical impediment for bidders in 2026. The failed download of a tender document also creates practical difficulties for potential suppliers.

No electronic submission supported
One tender document failed to download
Duomenų nuoseklumas60/100

There is a significant inconsistency between the 'Characteristics: Divided into Parts' and the description stating a 'single provider' and 'without the need for lotting'. Additionally, some key fields like 'Liable Person', 'Type Code', and 'Procedure Code' are empty, and the AI-extracted requirements are incomplete, indicating data gaps.

Contradiction between 'Divided into Parts' characteristic and 'single provider' description
Empty fields for 'Liable Person', 'Type Code', and 'Procedure Code'
Tvarumas20/100

The tender does not include any specific requirements or considerations related to green procurement, social aspects, or innovation. It appears to be a standard procurement focused solely on functional requirements.

No green procurement aspects mentioned
No social aspects included

Privalumai

Clear description of the required system and technical specifications
Estimated value and contract duration are well-defined
Open procedure type and relevant CPV code are specified
Pre-market engagement was conducted to justify the single provider approach

Problemos

Critical tender documents (Tender Notice) failed to download, impacting completeness and fairness
Evaluation criteria are entirely missing, severely compromising transparency and fairness
No electronic submission option is available, which is outdated for 2026
Contradiction between 'Divided into Parts' characteristic and 'single provider' description
Lack of specified mandatory exclusion grounds and financial requirements in the AI-extracted section

Rekomendacijos

1. Ensure all tender documents are accessible and downloadable to all potential bidders.
2. Clearly define and publish the evaluation criteria to ensure transparency and fairness.
3. Implement an e-submission platform to modernize the procurement process and enhance accessibility.
