Originalus konkurso aprašymas

Leicestero miesto taryba („Taryba“) kviečia teikti pasiūlymus Visuomenės sveikatos laidojimo paslaugoms. Leicestero miesto taryba privalo teikti viešas laidojimo paslaugas pagal 1984 m. Visuomenės sveikatos (ligų kontrolės) įstatymo 46 straipsnį. Paslaugų teikėjas privalės organizuoti laidojimo paslaugas, ar tai būtų palaidojimas, ar kremavimas, pagal paslaugos reikalavimus. Siūloma Sutartis bus sudaryta pradiniam 4 metų laikotarpiui, nuo 2026 m. liepos 1 d. iki 2030 m. birželio 30 d. (pradinis terminas), su galimybe ją pratęsti, atsižvelgiant į patenkinamus veiklos rezultatus ir Tarybos sutikimą, dar vieniems metams iki 2031 m. birželio 30 d., taip sutarties terminą pratęsiant iki maksimaliai 5 metų. Siūloma paslauga grindžiama dabartiniais ir žinomais finansavimo paskirstymais. Jie gali keistis sutarties galiojimo laikotarpiu, atsižvelgiant į būsimus vietos ir centrinės valdžios finansavimo pokyčius. Šiai paslaugai skirta sutarties vertė yra 75 000,00 GBP per metus be PVM ir 375 000,00 GBP be PVM visam 5 metų sutarties laikotarpiui, įskaitant sutarties pratęsimą. Taryba vykdo šį pirkimą pagal 2023 m. Pirkimų įstatymo atvirą procedūrą, ir ši Sutartis nėra padalinta į dalis. Sprendimo pagrindimas yra susijęs su paslaugos nišine rinka, kuri greičiausiai lemia didesnes išlaidas ir daro sutartį neefektyvią valdyti.
