Tai yra finansinių paslaugų teikimo sistema, apimanti: 1 dalis – Finansinės konsultacijos ir parama, 2 dalis – Mokesčių konsultacijos, 3 dalis – Audito paslaugos. Sistemos laikotarpis bus 3 metai su galimybe pratęsti dar vieneriems metams. Tiekėjams, kurie atitiks dalyvavimo sąlygas ir minimalų balų slenkstį, bus suteikta ši sisteminė sutartis ne daugiau kaip 8 įmonėms kiekvienai daliai. Taryba naudoja elektroninės komercijos portalą „The Chest“. Pareiškėjai turės užregistruoti savo duomenis šioje nuorodoje: www.the-chest.org.uk. Užsiregistravus pareiškėjams bus išsiųstas el. laiškas su prisijungimo vardu ir slaptažodžiu, leidžiančiu jiems prieiti prie su šia galimybe susijusios dokumentacijos.
