This tender for East London Apartments demonstrates good clarity in its service description and strong social sustainability, but is significantly hampered by the lack of electronic submission and some data completeness issues.

Įvertinimo detalės

Atitiktis teisės aktams75/100

The tender defines the procedure type and CPV code appropriately, and no disputes are reported. However, the AI summary indicates a lack of explicit detail regarding mandatory exclusion grounds, and the reveal date is missing, which are minor compliance concerns.

No specific mandatory exclusion grounds explicitly detailed in summaries
Missing reveal date
Aiškumas80/100

The service description is highly detailed and unambiguous, clearly outlining the project's objectives and alignment with the Council's strategy. While specific documents like the Social Value Matrix and Technical Specifications suggest detailed requirements, the AI's sparse extraction of requirements and the 'missing evaluation criteria' flag indicate that overall clarity of all criteria might not be immediately consolidated or fully explicit in the provided summaries.

AI-extracted requirements are sparse and lack detail
Evaluation criteria may not be fully consolidated or explicitly clear from summaries
Užbaigtumas70/100

Most essential information, including title, reference, organization, deadlines, value, and duration, is provided. However, one document (Lot L-1) failed to download, and key fields like 'Liable Person' and codes for 'Type' and 'Procedure' are missing. The lack of explicit detail on mandatory exclusion grounds in the summaries also represents a gap.

Sąžiningumas55/100

The tender discloses the estimated value and encourages bids from SMEs and VCSEs, which promotes fairness. However, the absence of electronic submission ('No e-submission') is a significant barrier to equal access and modern procurement practices, substantially lowering the fairness score. The potential lack of fully consolidated evaluation criteria also impacts transparency.

Praktiškumas65/100

The contract start date, financing information, and duration are clearly specified, which aids practical planning. Nevertheless, the lack of electronic submission ('No e-submission') is a major practical impediment for bidders in 2026, making the submission process less efficient and accessible.

Tvarumas75/100

This tender scores highly on social sustainability, as the core service directly addresses homelessness and aligns with a comprehensive strategy, further supported by a 'Social Value Matrix'. However, there is no explicit focus on green procurement or innovation, representing missed opportunities.
