Konkurso kokybės įvertinimas

This tender outlines a significant and environmentally beneficial smart microgrid project with a clear technical scope, but it suffers from critical omissions regarding evaluation criteria and explicit financial requirements, impacting clarity and fairness.

Įvertinimo detalės

Atitiktis teisės aktams75/100

The tender appears generally compliant with procurement regulations, providing essential information and a clear CPV code. However, the absence of explicit mandatory exclusion grounds in the provided text and missing procedure codes are minor deficiencies. The missing reveal date also affects transparency.

Missing procedure codes
Lack of explicit mandatory exclusion grounds
Aiškumas60/100

The project's background, scope, and technical requirements are exceptionally well-detailed and unambiguous, providing a clear understanding of the work involved. However, the complete absence of specified evaluation criteria is a significant drawback, making it difficult for bidders to formulate competitive proposals.

No evaluation criteria specified
Užbaigtumas65/100

Basic tender information, financial value, duration, and location are adequately provided. The technical requirements are comprehensive. Nevertheless, the tender lacks explicit evaluation criteria and detailed financial requirements, and one of the listed documents failed to download, indicating potential gaps in accessible information.

No evaluation criteria specified
No explicit financial requirements
Sąžiningumas50/100

The tender's fairness is significantly compromised by the complete absence of evaluation criteria, which undermines transparency and objectivity in the selection process. The lack of electronic submission also creates barriers to equal access. While requirements are not tailored, the 33-day submission period for a complex €15.6M EPC project is relatively tight.

No evaluation criteria specified
No e-submission
Praktiškumas55/100

The absence of electronic submission is a major practical impediment in modern procurement, potentially increasing administrative burden for bidders. The failed download of one document also presents a practical challenge. However, the contract start date and duration are clearly specified.

No e-submission
One document download failed
Duomenų nuoseklumas85/100

The tender exhibits good data consistency with logical dates and no reported disputes. Minor inconsistencies include missing codes for the procedure type and liable person, and a contradictory "Value Classified: Yes" despite the value being disclosed.

Missing procedure codes
Missing liable person
Tvarumas80/100

The project is inherently strong in sustainability, focusing on renewable energy (solar), energy storage, and electric vehicle infrastructure, directly addressing climate emergency goals. It also incorporates innovative elements like a smart microgrid and SCADA system. However, there is no explicit mention of social criteria.

No explicit social criteria

Privalumai

Clear and detailed project description and technical scope
Project is inherently sustainable and innovative (renewable energy, smart microgrid)
All key timeline and financial details (value, duration, start date) are specified
No reported disputes or suspensions
Requirements are not tailored to a specific company

Problemos

Critical absence of evaluation criteria, severely impacting clarity and fairness
No electronic submission option, hindering practicality and equal access
Lack of explicit mandatory exclusion grounds and financial requirements
One tender document failed to download
Potentially tight submission deadline for a complex, high-value project

Rekomendacijos

1. Immediately publish comprehensive evaluation criteria to ensure transparency and allow bidders to prepare informed proposals.
2. Implement an electronic submission portal to streamline the process and enhance accessibility for all potential bidders.
3. Ensure all tender documents are fully accessible and downloadable, and clarify any missing information such as mandatory exclusion grounds and detailed financial requirements.
