Le Somerset County Council souhaite établir un nouveau système d'achat dynamique (DPS) dans le cadre duquel sera menée toute activité d'approvisionnement pour la fourniture de services de transport de passagers de haute qualité et rentables. Ceci vise à remplacer le DPS actuel de transport de passagers qui expire le 31 mars 2021. Tous les fournisseurs existants devront postuler à nouveau pour le nouveau DPS. Le type de transport fourni par le Conseil comprend le service de transport domicile-école pour les enfants de l'enseignement général et les enfants ayant des besoins éducatifs spéciaux et des handicaps (SEND), les services pour enfants et adultes, les services de bus de comté, les taxis ad hoc et la location de minibus/autocars, ainsi que tout autre service de transport de passagers. Sur certaines lignes, des chauffeurs réguliers et/ou des assistants passagers sont requis. Le Conseil fournit également des services de bus locaux réguliers pour répondre aux besoins de transport public qui ne seraient pas satisfaits autrement ; il s'agit de services réguliers de transport public de passagers qui transportent les citoyens dans les limites du Somerset County Council et au-delà des limites des conseils voisins, lorsque le Conseil fournit des services supplémentaires subventionnés. Le DPS débutera le 1er avril 2021 et durera 5 ans (jusqu'au 31 mars 2026), avec la possibilité de le prolonger pour deux périodes supplémentaires de 2 ans chacune (un maximum de neuf ans au total jusqu'au 31 mars 2030). La valeur totale du DPS sur la période totale de l'accord pour les quatre lots est de 230 000 000 GBP.
