Score de qualité de l'appel d'offres

This tender presents a clear need for a bilingual HRIS with good documentation of requirements, but suffers from critical omissions regarding evaluation criteria, electronic submission, and significant data inconsistencies.

Répartition du score

Conformité légale75/100

The tender defines the procedure type and CPV codes appropriately, and provides a reasonable timeframe for submission. However, the reveal date is missing, and the specific code for the 'Competitive flexible procedure' is not provided, which slightly impacts full transparency and clarity on the exact legal framework.

Missing reveal date
Specific code for 'Competitive flexible procedure' is not provided
Clarté65/100

The tender's description and AI-extracted requirements are very clear, unambiguous, and well-documented, including specific technical and functional needs like bilingualism and branding adherence. However, a critical flaw is the explicit absence of specified evaluation criteria, making it difficult for bidders to understand how their proposals will be judged.

No evaluation criteria specified
Exhaustivité70/100

Most basic information, financial details, and duration are provided. Requirements are extensively detailed and refer to numerous supporting documents. However, the tender is incomplete due to the absence of evaluation criteria and one document failing to download. The contract start date also appears ambiguous/inconsistent.

No evaluation criteria specified
One tender document (Lot L-13) failed to download
Équité55/100

The tender discloses its value and provides a reasonable preparation period. However, the lack of specified evaluation criteria introduces significant potential for subjectivity and reduces transparency for bidders. The absence of electronic submission capabilities also creates a barrier to equal access, and one document failing to download slightly hinders full document access.

No evaluation criteria specified
No electronic submission (e-submission)
Aspect pratique35/100

This tender faces significant practicality issues. The absence of electronic submission is a major drawback for modern procurement processes. Furthermore, the contract start date being identical to the submission deadline is highly impractical and likely an error, indicating a fundamental flaw in the timeline planning.

No electronic submission (e-submission)
Contract start date is identical to the submission deadline, which is highly impractical/erroneous
Cohérence des données45/100

The tender exhibits notable data inconsistencies. The most critical issue is the contract start date being identical to the submission deadline. There is also a minor discrepancy in the submission deadline between the basic information and AI-extracted requirements. Additionally, the 'Liable Person' field is empty, and specific codes for the procedure type are missing.

Contract start date is identical to the submission deadline
Minor discrepancy in submission deadline (basic info vs. AI-extracted)
Durabilité50/100

The tender does not explicitly incorporate green procurement, broader social criteria (beyond the functional Welsh language requirement), or innovation focus. While the requirement for a fully bilingual Welsh and English system has a significant social and cultural dimension for public services in Wales, it is not framed as a general sustainability criterion.

No explicit green procurement criteria
No explicit innovation focus

Points forts

Clear and detailed description of the HRIS purpose and requirements
Estimated value and contract duration are clearly disclosed
Ample time provided for bid preparation (over 3 months)
Comprehensive list of supporting documents available
Appropriate CPV code assigned

Préoccupations

Critical absence of specified evaluation criteria
Lack of electronic submission capabilities
Significant inconsistency with contract start date matching submission deadline
One tender document failed to download, hindering full access
Missing reveal date and specific procedure codes

Recommandations

1. Immediately publish clear and objective evaluation criteria to ensure fairness and transparency.
2. Implement electronic submission to modernize the process and enhance equal access for bidders.
3. Correct the contract start date to reflect a realistic timeline post-award and ensure data consistency.
