Le DPS comprend deux lots : Lot 1 : services de bus traditionnels avec des itinéraires et des horaires fixes. Lot 2 : couvre le transport à la demande et d'autres services de bus non typiques. Note : Le DPS exclut la fourniture de transport de la maison à l'école pour les élèves ayant des besoins de transport spéciaux, par exemple, fauteuil roulant et/ou assistant de passager. Le Conseil a pour devoir, en vertu du Transport Act de 1985, « d'assurer la fourniture de services de transport public de passagers que le conseil juge appropriés pour répondre à toute exigence de transport public… qui, à son avis, ne seraient pas satisfaites sans une action de sa part à cette fin ». L'accord fournira la structure pour l'acquisition de routes, la Stratégie Bus développée en 2020 définit ce que le Conseil juge approprié en vertu de la loi, et les appels d'offres dans le cadre de ce cadre acquerront ces routes, en garantissant par des critères qualitatifs appropriés que tous les détails d'itinéraire proposés par les opérateurs répondent aux exigences définies dans la Stratégie.
