Description originale de l'appel d'offres

This tender for energy assessment services exhibits good clarity in its service description and supports electronic submission, but is significantly hampered by the absence of evaluation criteria, contradictory information regarding value classification, and the inclusion of an irrelevant document.

Répartition du score

Conformité légale55/100

The tender defines the procedure type and CPV codes correctly. However, the absence of explicit evaluation criteria is a compliance weakness, and the inclusion of a completely unrelated contract award notice (Document 1) within the provided tender documents is a serious error that could lead to legal challenges.

Missing evaluation criteria
Inclusion of unrelated document (Document 1)
Clarté65/100

The description of the required services, including Display Energy Certificates, Energy Advisory Reports, and site visit requirements, is clear and unambiguous. However, the critical omission of evaluation criteria significantly reduces the clarity for potential bidders on how their proposals will be assessed.

Missing evaluation criteria
Exhaustivité60/100

Basic information such as title, reference, organization, deadlines, value, and duration are provided. However, the tender lacks specified evaluation criteria, which is crucial for a complete bid package. Furthermore, the inclusion of an irrelevant document (Document 1) compromises the integrity of the provided document list.

Missing evaluation criteria
Irrelevant document included in package (Document 1)
Équité50/100

The tender supports e-procurement via etendersNI, promoting equal access. Requirements appear generic and not tailored. However, the lack of transparent and objective evaluation criteria is a major fairness concern, as bidders cannot understand the basis for award. The contradiction between "Estimated Value: 10,000.00 EUR" and "Value Classified: Yes" also raises fairness questions.

Missing evaluation criteria
Contradiction in value classification
Aspect pratique70/100

Electronic submission is supported, and key dates like contract start and duration are clearly specified. While a direct document URL is not provided in the basic info, the reference to etendersNI implies accessibility. The estimated value of 10,000 EUR for a 36-month contract might be considered low for the scope, potentially impacting bidder interest, but it aligns with a "below threshold" procedure.

Potentially low estimated value for 36-month contract duration
No direct document URL provided in basic info
Cohérence des données40/100

There are significant data inconsistencies. The most prominent is the contradiction between the explicit "Estimated Value: 10,000.00 EUR" and the flag "Value Classified: Yes". Additionally, Document 1 is entirely unrelated to this tender, indicating a severe data packaging error.

Contradiction: Estimated Value vs. Value Classified
Inclusion of unrelated document (Document 1)
Durabilité60/100

The core service of producing Display Energy Certificates and Energy Advisory Reports inherently contributes to energy efficiency and sustainability. However, the tender does not explicitly include additional green procurement criteria, social aspects, or an innovation focus beyond the direct service requirement.

No explicit additional green procurement criteria
No explicit social aspects

Points forts

Clear description of required services
Electronic submission supported via etendersNI
Key contract dates and duration are specified
CPV code is appropriately assigned
Requirements appear generic and not tailored

Préoccupations

Absence of explicit evaluation criteria
Contradictory information regarding value classification
Inclusion of an irrelevant document in the provided package
Potentially low estimated value for a 36-month contract
Lack of additional sustainability, social, or innovation criteria

Recommandations

1. Immediately rectify the tender documentation to include clear and objective evaluation criteria.
2. Clarify the discrepancy regarding the estimated value and its classification.
3. Ensure all provided documents are relevant and accurate to the specific tender.
