Score de qualité de l'appel d'offres

This tender presents clear objectives for decarbonisation and fuel poverty reduction, but is hampered by significant omissions in legal compliance and completeness, notably the lack of evaluation criteria and explicit mandatory exclusion grounds. While requirements are clear, the overall transparency and accessibility of full tender documentation are questionable.

Répartition du score

Conformité légale75/100

The tender defines an open procedure and provides a reasonable submission period, but the absence of a reveal date prevents full assessment of the publication period. Crucially, explicit mandatory exclusion grounds are not mentioned, and the CPV code is not perfectly aligned with the service. Missing liable person and procedure codes also detract from full compliance.

Missing reveal date for full assessment of publication period
No explicit mandatory exclusion grounds mentioned
Clarté80/100

The project description, objectives, and AI-extracted requirements are clear and unambiguous. However, the critical absence of specified evaluation criteria significantly impacts the clarity for potential bidders regarding how their proposals will be assessed.

No evaluation criteria specified
Exhaustivité70/100

Basic information like title, reference, organization, value, and deadlines are present. However, the tender lacks a liable person, explicit mandatory exclusion grounds, and, most critically, specified evaluation criteria. The listed documents are generic, and it's unclear if all necessary tender specifications are fully represented or accessible.

Missing liable person
No explicit mandatory exclusion grounds
Équité85/100

The tender supports e-procurement and discloses the estimated value, and requirements do not appear tailored. However, the absence of evaluation criteria is a major transparency issue, hindering fair competition as bidders cannot understand the basis of assessment. The generic nature of listed documents also raises questions about full access to all necessary information.

No evaluation criteria specified
Unclear if all necessary tender documents are fully accessible
Aspect pratique65/100

Electronic submission is supported via the East Midlands Procurement Portal, and the contract start date is known. However, a direct URL to the tender documents is not provided, and there's a minor inconsistency between the stated contract duration (36 months) and the description's reference to '4 years' for the estimated value.

No direct URL to tender documents provided
Minor inconsistency in contract duration (36 months vs '4 years')
Cohérence des données90/100

Most key fields are populated, and there are no disputes or suspensions. Dates are logical. However, there's a minor inconsistency between the stated contract duration (36 months) and the description's reference to '4 years' for the estimated value, and some codes/liable person are missing.

Inconsistency in contract duration (36 months vs '4 years')
Missing liable person, type code, and procedure code
Durabilité50/100

The tender explicitly incorporates strong green procurement objectives (carbon emission reduction, EPC improvement, decarbonisation) and social aspects (reducing fuel poverty in social housing). However, there is no explicit focus on innovation or indication of EU funding.

No explicit innovation focus

Points forts

Clear project objectives and scope
Strong integration of green and social sustainability goals
Estimated value disclosed and e-procurement enabled
Requirements for technical capability are well-defined

Préoccupations

Absence of specified evaluation criteria
Missing explicit mandatory exclusion grounds

Missing reveal date for full transparency on publication period
Minor inconsistencies in contract duration and value description

Recommandations

1. Publish clear and comprehensive evaluation criteria to ensure fairness and transparency.
2. Ensure all mandatory exclusion grounds and full tender specifications are explicitly provided and easily accessible.
