Score de qualité de l'appel d'offres

This tender, while clearly defining the service and legal framework, suffers from significant gaps in critical information such as evaluation criteria, financial requirements for bidders, and the inclusion of an irrelevant document, impacting its overall quality and fairness.

Répartition du score

Conformité légale75/100

The tender correctly identifies the legal framework (Procurement Act 2023, Wales Regulations 2024, Light Touch Regime) and CPV codes. However, the absence of mandatory exclusion grounds, specific financial requirements for bidders, and crucially, evaluation criteria, represents significant omissions that affect legal compliance regarding transparency and fair competition principles. The inclusion of an irrelevant document also raises concerns about proper disclosure.

Missing mandatory exclusion grounds
Missing specific financial requirements for bidders
Clarté60/100

The description of the services, geographical region, and lot structure is clear and unambiguous. However, the complete absence of specified evaluation criteria is a critical flaw, making it difficult for potential bidders to understand how their proposals will be assessed. Performance conditions are not explicitly detailed beyond the general service description.

No evaluation criteria specified
Performance conditions not explicitly detailed
Exhaustivité55/100

Basic information such as title, reference, organization, estimated value, duration, and location are provided. However, critical elements like mandatory exclusion grounds, specific financial requirements for bidders, and evaluation criteria are explicitly missing. Furthermore, the inclusion of an entirely irrelevant document (Document 1) severely compromises the completeness and accuracy of the tender documentation.

Missing mandatory exclusion grounds
Missing specific financial requirements for bidders
Équité45/100

The estimated value is disclosed, and the requirements for the service itself do not appear to be tailored to a specific company. However, the complete lack of evaluation criteria is a fundamental fairness issue, as bidders cannot understand the objective basis for award. The absence of electronic submission (e-submission) creates an unnecessary barrier and reduces equal access for all potential suppliers. The irrelevant document also undermines trust in the procurement process.

No evaluation criteria specified
No e-submission functionality
Aspect pratique50/100

The contract start date and duration are clearly specified. However, the absence of electronic submission is a significant practical drawback in modern procurement, increasing administrative burden for bidders. The lack of specific financial requirements for bidders also makes it less practical for them to prepare a comprehensive and compliant bid.

No e-submission functionality
No specific financial requirements for bidders
Cohérence des données40/100

Most core data fields are populated and consistent, and there are no reported disputes. The submission deadline and contract start dates are logical. However, the 'Liable Person' field is empty, and critically, Document 1 is entirely irrelevant to this tender, indicating a severe data consistency and integrity issue within the provided documentation.

Irrelevant document attached (Document 1)
'Liable Person' field is empty
Durabilité30/100

The tender does not explicitly include any green procurement criteria, social aspects (beyond the inherent social value of the service itself), or innovation focus in its requirements for bidders. While the service is socially beneficial, the procurement process does not appear to leverage opportunities to drive broader sustainability outcomes.

No explicit green procurement criteria
No explicit social criteria for bidders

Points forts

Clear definition of service scope, region, and lot structure
Correct identification of legal framework and CPV codes
Estimated value and contract duration are clearly specified
Tender is divided into lots, promoting broader participation

Préoccupations

Absence of evaluation criteria is a critical flaw for fairness and clarity
Missing mandatory exclusion grounds and specific financial requirements for bidders
Inclusion of an entirely irrelevant document (Document 1) compromises data integrity
Lack of electronic submission (e-submission) hinders practicality and equal access
No explicit sustainability (green, social, innovation) criteria

Recommandations

1. Immediately publish comprehensive evaluation criteria and mandatory exclusion grounds.
2. Ensure all attached documents are relevant and accurate to the tender.
3. Implement an electronic submission system to enhance fairness and practicality.
