Description originale de l'appel d'offres

Overall, this tender has a clear social objective but suffers from significant procedural and documentation deficiencies, particularly concerning evaluation criteria and an incorrect CPV code.

Répartition du score

Conformité légale65/100

The tender's legal compliance is significantly hampered by the incorrect CPV code (50850000 - Repair and maintenance services of furniture) which does not match the procurement's scope (supply, delivery, installation, disposal of goods, and provision of vouchers). The explicit absence of specified evaluation criteria is a major legal and transparency concern. While the submission deadline is reasonable, the lack of specific mandatory exclusion grounds and financial requirements in the summary, if not detailed in full documents, could also pose compliance risks.

Incorrect CPV code assigned
No evaluation criteria specified
Clarté55/100

The description of the project's purpose and scope is very clear and unambiguous. However, the complete absence of specified evaluation criteria is a critical clarity issue for potential bidders. The AI-extracted requirements are clear but not comprehensive due to missing financial and exclusion details in the summary.

No evaluation criteria specified
Missing specific mandatory exclusion grounds and financial requirements in the summary
Exhaustivité60/100

While basic information, value, and duration are provided, the tender is incomplete due to the explicit lack of evaluation criteria. Furthermore, the summary indicates missing specific financial requirements and mandatory exclusion grounds. Issues with document access, such as a failed download and the 'Official PDF Version' being marked 'Required: No', also detract from completeness.

No evaluation criteria specified
Missing specific financial requirements (from summary)
Équité45/100

Fairness is severely compromised by the complete absence of specified evaluation criteria, which prevents bidders from understanding how their proposals will be judged. The lack of e-submission capability creates an unnecessary barrier to equal access. Document access issues (failed download, 'Required: No' for official PDF) further reduce fairness. Requirements do not appear tailored.

No evaluation criteria specified
No e-submission capability
Aspect pratique50/100

The tender scores low on practicality primarily due to the absence of e-submission, which is a significant drawback in modern procurement. While the contract start date and duration are known, the issues with document availability (failed download, 'Required: No' for official PDF) also reduce the practical ease of engaging with the tender.

No e-submission capability
Issues with document availability/access
Cohérence des données60/100

Data consistency is poor due to the significant mismatch between the assigned CPV code (Repair and maintenance services of furniture) and the actual scope of the procurement (supply, delivery, installation, disposal of goods, and vouchers). Additionally, key fields like 'Liable Person' and specific codes for 'Type' and 'Procedure' are missing. Dates provided are logical.

Incorrect CPV code inconsistent with description
Missing key fields (Liable Person, Type code, Procedure code)
Durabilité70/100

This tender demonstrates a strong focus on social sustainability, as its core purpose is to support low-income households and strengthen financial resilience. This is a significant positive. However, it lacks explicit green procurement criteria or an innovation focus, which are common elements of comprehensive sustainability strategies.

No explicit green procurement criteria
No explicit innovation focus

Points forts

Clear description of the project's purpose and scope
Strong social sustainability aspect (supporting low-income households)
Estimated value and contract duration are clearly specified
Reasonable submission deadline from today's date

Préoccupations

Incorrect CPV code assigned, misrepresenting the procurement's nature
Absence of specified evaluation criteria
Lack of e-submission capability
Missing specific mandatory exclusion grounds and financial requirements in the summary
Issues with document availability/classification

Recommandations

1. Correct the CPV code to accurately reflect the services being procured (supply, delivery, installation, disposal of goods, and provision of vouchers).
2. Clearly define and publish the evaluation criteria to ensure transparency and fairness for all bidders.
3. Implement an e-submission platform to enhance practicality, accessibility, and efficiency of the procurement process.
