Score de qualité de l'appel d'offres

This tender for financial services is generally compliant and well-structured with clear scope, but suffers from a lack of detailed evaluation criteria and the absence of core tender document content in the provided information. Sustainability aspects are entirely missing.

Répartition du score

Conformité légale75/100

The tender specifies an open procedure, a reasonable submission deadline (25 days), and appropriate CPV codes. There are no reported disputes or suspensions. While full documentation is not available for a comprehensive check, the basic structure appears compliant with standard procurement regulations.

Clarté60/100

The description of the framework and its lots is clear. However, critical details such as specific evaluation criteria, detailed conditions of participation, and financial requirements are not provided in the snippet, instead referring to external documentation. This significantly reduces the immediate clarity for potential bidders.

Missing detailed evaluation criteria.
Critical requirements (conditions of participation, financial requirements) are not detailed in the provided text.
Exhaustivité55/100

Basic information like title, reference, organization, value, duration, and key dates are present. However, the most significant issue is the absence of content for the 6 listed tender documents, which are stated to contain crucial details. This makes the provided information incomplete for a thorough assessment.

No content available for the 6 listed tender documents.
Detailed requirements and evaluation criteria are not fully defined in the provided text.
Équité65/100

The tender uses an e-procurement portal, discloses the estimated value, and the requirements for services appear generic, not tailored. The submission deadline is reasonable. However, the lack of specified evaluation criteria is a significant concern for transparency and objectivity, potentially hindering fair competition.

Lack of specified evaluation criteria.
Aspect pratique80/100

Electronic submission is clearly supported via 'the Chest' portal, and the document URL is provided. The contract start date and duration are clearly specified. The need to register on an external portal to access all documents is standard practice and does not significantly impede practicality.

Cohérence des données90/100

Key fields are mostly populated, and dates are logical and consistent (submission before start date). There are no reported disputes or suspensions. Minor inconsistencies include empty codes for 'Type' and 'Procedure'.

Empty codes for 'Type' and 'Procedure'.
Durabilité20/100

There is no mention of green procurement, social aspects, or innovation focus within the provided tender information. This indicates a complete absence of sustainability considerations.

No green procurement criteria.
No social aspects included.

Points forts

Clear definition of the framework scope and lots.
Use of an e-business portal for electronic submission.

Reasonable submission deadline for an open procedure.
Requirements appear generic and not tailored to a specific company.

Recommandations
