Description originale de l'appel d'offres

This tender outlines a valuable service for Bikeability training but is significantly hampered by a lack of specified evaluation criteria and inconsistencies in financial data, impacting fairness and clarity for potential bidders.

Répartition du score

Conformité légale85/100

The tender clearly defines the open procedure type and assigns an appropriate CPV code. There are no reported disputes or suspensions, indicating good adherence to basic legal frameworks. While mandatory exclusion grounds are not explicitly detailed in the AI summary, this is likely covered in the full tender documents, and no non-compliance is evident from the provided text.

Clarté60/100

The description of the service, its purpose, funding, and performance conditions are clear and understandable. Requirements for eligibility and technical capability are also well-articulated. However, the critical absence of specified evaluation criteria significantly reduces clarity for potential bidders on how their proposals will be assessed, making it difficult to formulate a competitive bid.

No evaluation criteria specified.
Exhaustivité65/100

Most basic information, including title, reference, organization, deadlines, value, duration, and location, is provided. Documents are available, and requirements are listed. The primary deficiency is the explicit lack of evaluation criteria, which is a fundamental component for a complete and transparent tender. Minor fields like 'Liable Person' and procedure codes are also empty.

No evaluation criteria specified.
Missing codes for Type/Procedure and 'Liable Person' field is empty.
Équité55/100

Document access and value disclosure are satisfactory, and the 24-day submission period is generally reasonable for an open procedure. However, the absence of specified evaluation criteria severely compromises the objectivity and transparency of the procurement process, making it challenging for bidders to understand how to best present their offer and for the process to be perceived as fair. There is no indication of requirements being tailored to a specific company.

No evaluation criteria specified.
Aspect pratique75/100

Electronic submission is implied through the use of the ProContract procurement portal, which is a practical approach. The contract start date and duration are clearly specified, as is the funding source. While there's a minor discrepancy in the exact contract start date (Aug 31 vs Sep 01), it does not hinder practicality significantly.

Slight discrepancy in contract start date (Aug 31 vs Sep 01).
Cohérence des données55/100

A significant inconsistency exists between the stated 'Estimated Value' of 510,000 EUR and the description text which specifies '£475,000 (ex Vat)' for the total value if all extensions are utilized. This currency and value discrepancy is confusing and could lead to misinterpretations. Additionally, some minor fields like 'Liable Person' and procedure codes are unpopulated.

Inconsistent estimated value (EUR vs GBP, and potential base vs extended value confusion).
Empty fields for 'Liable Person' and procedure codes.
Durabilité50/100

The core service of Bikeability training inherently promotes active travel, contributing to environmental and social well-being for pupils. However, the tender documentation itself does not explicitly include additional green procurement criteria, social clauses for the supplier, or an innovation focus beyond the direct service delivery.

No explicit green, social, or innovation criteria for the procurement process or supplier.

Points forts

Clear description of the service and its objectives.
Transparent disclosure of estimated value and funding source.
Use of an open procedure and appropriate CPV classification.
Documents are available via a procurement portal.

Préoccupations

Critical absence of specified evaluation criteria.
Significant inconsistency in the estimated contract value and currency.
Lack of explicit green, social, or innovation procurement criteria.
Minor data gaps in basic information fields.

Recommandations

1. Immediately publish detailed evaluation criteria to ensure fairness and transparency.
2. Clarify the estimated contract value, currency, and whether it applies to the base contract or includes all extensions.
3. Consider incorporating explicit sustainability (green/social) and innovation criteria into future tenders, even if the service itself has inherent benefits.
