Score de qualité de l'appel d'offres

This tender provides clear basic information and requirements for safeguarding training but suffers from critical omissions regarding evaluation criteria and the full specification documents, significantly impacting fairness and completeness. The lack of e-submission and explicit sustainability considerations also present areas for improvement.

Répartition du score

Conformité légale75/100

The tender generally adheres to basic legal requirements for a below-threshold procedure. However, the absence of explicitly detailed mandatory exclusion grounds is a notable omission that could lead to legal challenges or lack of clarity for bidders. The missing procedure code is a minor administrative oversight.

No specific mandatory exclusion grounds are detailed in the provided tender information.
Missing procedure code for 'Type' and 'Procedure'.
Clarté80/100

The tender's description and AI-extracted requirements are clear. However, the critical absence of evaluation criteria makes it difficult for bidders to understand how their proposals will be judged, and the full technical specifications are not directly provided, reducing overall clarity.

Missing evaluation criteria.
Full specification requirements are referenced in external documents ('Lot 1 - Specification Lot 1' and 'Lot 2 - Specification Lot 2') which are not provided or summarized.
Exhaustivité70/100

While basic information is present, the tender is significantly incomplete due to the absence of evaluation criteria and the actual specification documents that detail the core requirements for the services. Minor administrative fields are also unpopulated.

Missing evaluation criteria.
Key specification documents (Lot 1 & 2) are referenced but not provided/summarized.
Équité50/100

The lack of transparent evaluation criteria and the unavailability of the full specification documents severely undermine the fairness of the procurement process, making it difficult for all potential bidders to compete on an equal footing. The absence of an e-submission option also limits accessibility.

Missing evaluation criteria.
Lack of access to full specification documents.
Aspect pratique65/100

The tender lacks modern e-submission capabilities, which can be a barrier for some bidders and reduces efficiency. While key dates and duration are clear, the absence of a direct document URL adds a minor practical hurdle.

No e-submission option available.
No direct document URL provided.
Cohérence des données90/100

The data provided is largely consistent and logical, with no apparent contradictions or disputes. Minor administrative fields are unpopulated, but this does not impact the overall consistency of the core data.

The 'Liable Person' field is empty.
Missing procedure codes for 'Type' and 'Procedure'.
Durabilité50/100

The tender does not explicitly incorporate any green, social, or innovation aspects. While this is not uncommon for below-threshold tenders, it represents a missed opportunity to align with modern sustainable procurement practices.

No explicit green procurement criteria.
No explicit social criteria.

Points forts

Clear description of services and scope.
Value and duration are clearly specified.
CPV code is appropriate for the services.
Tender is divided into parts (lots), allowing for specialized bids.
Reasonable submission timeframe (29 days).

Préoccupations

Missing evaluation criteria.
Full specification documents are referenced but not provided/summarized.
No explicit mandatory exclusion grounds detailed.
Lack of electronic submission option.
Absence of explicit sustainability (green, social, innovation) considerations.

Recommandations

1. Publish comprehensive evaluation criteria to ensure transparency and fairness for all bidders.
2. Provide immediate and clear access to the full specification documents for Lot 1 and Lot 2.
3. Implement an electronic submission platform to enhance accessibility and efficiency for bidders.
