Description originale de l'appel d'offres

This tender for Single Building Assessments for Fire Safety in Scotland is critically incomplete, lacking essential documentation, estimated value, and clear evaluation criteria, which severely hinders fair competition and bidder participation.

Répartition du score

Conformité légale100/100

The tender mentions 'MANDATORY EXCLUSION GROUNDS' but provides no specific details, stating 'No specific mandatory exclusion grounds are provided in the tender information.' This lack of explicit detail, combined with vague eligibility requirements ('as defined by Scottish Government procurement regulations'), could pose challenges for legal clarity and compliance if not fully elaborated in missing documents. The absence of detailed selection criteria for a Restricted procedure is also a concern.

No specific mandatory exclusion grounds provided
Vague eligibility requirements without reference to specific regulations
Clarté40/100

The tender's clarity is severely compromised by the complete absence of any attached documents. While the description and technical requirements outline the service's nature, the lack of a detailed scope of work, terms and conditions, and specific instructions makes it impossible for bidders to fully understand the requirements or prepare a comprehensive and compliant bid.

No documents attached, leading to a lack of detailed scope and instructions
Vague eligibility requirements
Exhaustivité75/100

This tender is critically incomplete. Key missing elements include all tender documents, the estimated value, detailed evaluation criteria, and specific financial requirements. This absence of crucial information makes it impossible for potential bidders to formulate an informed proposal.

No documents attached
Estimated value not disclosed
Équité60/100

The fairness of this procurement is significantly undermined by the lack of an estimated value and, more critically, the absence of any evaluation criteria. Without knowing how bids will be assessed, bidders cannot prepare competitive proposals, and the process lacks transparency. The highly specific technical requirements, combined with missing detailed selection criteria, could inadvertently limit competition if not managed transparently.

Missing evaluation criteria, hindering fair assessment of bids
Estimated value not disclosed, impacting bidder's ability to price fairly
Aspect pratique40/100

From a bidder's perspective, preparing a quality bid for this tender is highly impractical due to the complete absence of tender documents, estimated value, and evaluation criteria. Bidders lack the fundamental information required to understand the full scope, risks, and expectations.

Bidders cannot prepare a quality bid without tender documents and evaluation criteria
Lack of estimated value makes resource allocation and pricing difficult
Cohérence des données100/100

Based on the limited information provided, there are no explicit inconsistencies. However, the lack of comprehensive data makes a thorough consistency check impossible.

Durabilité0/100

The tender does not include any specific green procurement or social criteria. This represents a missed opportunity to incorporate broader sustainability objectives into the contract.

No green procurement criteria specified
No social criteria specified

Points forts

Clear title, reference number, and organization specified
Detailed description of the service and program objective
Contract duration (60 months) is clearly stated
Relevant CPV code provided
Technical capability requirements are relevant to the service

Préoccupations

Critically, no tender documents are attached or available
Estimated value of the contract is not disclosed
Absence of any evaluation criteria for bids
No specific mandatory exclusion grounds or detailed financial requirements provided
Lack of green procurement and social criteria

Recommandations

1. Immediately publish comprehensive tender documents, including detailed scope of work, terms, conditions, and full instructions.
2. Clearly state the estimated contract value and detailed, transparent evaluation criteria.
3. Provide specific mandatory exclusion grounds and detailed selection criteria for the Restricted procedure, and consider incorporating sustainability and social value criteria.
