Score de qualité de l'appel d'offres

This tender presents significant deficiencies in document accessibility and transparency regarding evaluation criteria, severely impacting fairness and completeness, despite a clear description of the required system. Key practical and sustainability aspects are also notably absent.

Répartition du score

Conformité légale55/100

The 'Page not found' error for a potentially critical tender document (Attachment A-11690) is a significant legal compliance issue regarding transparency and equal access to information. While the procedure type and CPV code are correctly identified, the absence of detailed mandatory exclusion grounds in the AI summary is a minor concern.

Critical tender document inaccessible ('Page not found')
Missing detailed mandatory exclusion grounds in AI summary
Clarté65/100

The description of the requirement and the AI-extracted technical, financial, and eligibility requirements are clear and specific. However, the explicit absence of evaluation criteria is a major deficiency, making it difficult for bidders to understand how their proposals will be assessed.

No evaluation criteria specified
Exhaustivité55/100

While basic information, deadlines, value, and duration are provided, the tender is incomplete due to the missing evaluation criteria and the 'Page not found' error for a potentially essential attachment. This prevents bidders from having all necessary information to formulate a comprehensive bid.

Missing evaluation criteria
Critical tender document inaccessible ('Page not found')
Équité45/100

The lack of full document access (due to the 'Page not found' error) and the complete absence of transparent evaluation criteria severely undermine fairness. The stated lack of e-submission also creates a barrier to equal access. The requirements do not appear overtly tailored to a specific company.

No full document access
Missing evaluation criteria
Aspect pratique60/100

The absence of electronic submission is a notable practical drawback in modern procurement. While the contract start date, duration, and estimated value are clear, the inability to access a key document also impacts the practical ability of bidders to participate effectively.

No e-submission
Critical tender document inaccessible ('Page not found')
Cohérence des données85/100

Most key fields are populated, and dates are logical and consistent. There are no reported suspensions or disputes. Minor omissions include empty code fields for 'Type' and 'Procedure' and 'Liable Person'.

Empty code fields for Type/Procedure
Empty Liable Person field
Durabilité25/100

The tender shows no explicit mention or focus on green procurement, social aspects, or innovation. It is also not indicated as EU-funded, which often correlates with higher sustainability standards.

No sustainability criteria
No social criteria

Points forts

Clear and specific description of the required system and its purpose
Estimated value, contract duration, and start date are clearly specified
CPV code is appropriately assigned, and the procedure type is defined
Requirements (eligibility, technical, financial, submission) are clearly categorized and stated

Préoccupations

Critical tender document ('Attachment A-11690') is inaccessible ('Page not found')
Complete absence of evaluation criteria, severely impacting clarity and fairness
No electronic submission option, hindering practicality and equal access
Lack of any sustainability, social, or innovation considerations
Missing reveal date makes it impossible to confirm the actual time given to bidders

Recommandations

1. Ensure all tender documents are fully accessible and functional to guarantee transparency and equal treatment of bidders.
2. Clearly define and publish comprehensive evaluation criteria to provide transparency and allow bidders to understand how their proposals will be judged.
3. Implement electronic submission capabilities to enhance practicality, efficiency, and equal access for all potential bidders.
