Le Conseil établit un Système d'Achat Dynamique (SAD) basé sur le web pour l'acquisition de services de transport de passagers. Le SAD sera ouvert à tout opérateur pour y adhérer à tout moment, sous réserve de satisfaire aux critères de sélection. Le Conseil cherche à s'engager avec le marché pertinent pour acquérir des services de transport de passagers fiables, sûrs et sécurisés pour : a) Le service de transport de passagers assisté de la maison à l'école pour les enfants ayant des besoins éducatifs spécifiques (SEND) et les enfants des écoles ordinaires ; b) Les services de transport pour adultes.
