Tutkimus- ja kehityspalveluiden hankinta tukee julkisen sektorin organisaatioiden tieto- ja innovaatiotarpeita maailmanlaajuisesti. CPV-divisioonan 73 alla tähän kategoriaan kuuluvat tieteellinen ja tekninen tutkimus, yhteiskunta- ja humanistinen tutkimus, kokeellinen kehitys, toteutettavuustutkimukset, teknologian arviointi, kliinisten tutkimusten hallinta ja innovaatiokonsultointipalvelut.
Horisontti Eurooppa -ohjelma, kansalliset tutkimusneuvostot, ministeriöt ja kansanterveysvirastot ovat merkittäviä tutkimuspalveluiden tilaajia. Hallitukset investoivat miljardeja tutkimukseen ja innovaatioihin puiteohjelmiensa kautta. Kansalliset hallitukset täydentävät tätä kotimaisella tutkimusrahoituksella politiikan kehittämiseen, kansanterveyden näyttöön, ympäristön seurantaan ja teknologian kehittämiseen.
Julkisia T&K-sopimuksia kilpailevien tutkimusorganisaatioiden tulisi osoittaa vahvat akateemiset tai soveltavat tutkimusvaltuudet, asiaankuuluva menetelmällinen asiantuntemus, pätevät tutkimusryhmät ja näyttö toimintakelpoisten tulosten toimittamisesta. Tietojen hallintasuunnitelmat, avoimen julkaisun sitoumukset ja tutkimusetiikan kehykset vaaditaan yhä enemmän. Yliopistot, tutkimuslaitokset ja erikoistuneet konsulttiyritykset voivat kaikki kilpailla julkisista tutkimussopimuksista.
