Terveydenhuolto- ja sosiaalipalveluiden hankinnat kattavat ammatilliset ja operatiiviset palvelut, jotka tukevat julkisia terveydenhuolto- ja hyvinvointijärjestelmiä maailmanlaajuisesti. CPV-divisioonan 85 alle kuuluva kategoria sisältää sairaalahallintopalvelut, ambulanssi- ja potilaskuljetukset, kotihoidon ja yhteisöhoitotyön, mielenterveyspalvelut, asumispalvelut, työterveyshuollon, apteekkien hallinnoinnin, lääkintähenkilöstön vuokrauksen ja kansanterveysohjelmien toteutuksen.
Julkisten terveyspalveluiden hankintoja muokkaavat kansalliset terveydenhuoltomallit, ja sopimusviranomaisia ovat kansalliset terveysministeriöt ja alueelliset terveyslautakunnat sekä yksittäiset sairaalapiirit ja kunnalliset sosiaalipalveluosastot. Väestön ikääntyminen lisää kysyntää vanhustenhoitopalveluille, kotona tapahtuvien terveyspalveluiden toimittamiselle ja kroonisten sairauksien hoito-ohjelmille. Rakennerahastot tukevat terveydenhuollon kapasiteetin rakentamista jäsenvaltioissa.
Terveydenhuoltoalan tarjouskilpailuihin tarjouksia tekevien palveluntarjoajien on osoitettava asianmukaiset kliinisen hallinnon puitteet, pätevät ja rekisteröidyt terveydenhuollon ammattilaiset, potilastietojen suojaamista koskevien vaatimusten noudattaminen ja palvelutyypille relevantti laatusertifikaatti. Sosiaalista arvoa koskevia kriteerejä painotetaan yhä enemmän terveyspalveluhankintojen arvioinneissa, mukaan lukien paikallisen henkilöstön työllistäminen, koulutusmahdollisuudet ja panostus terveyserojen vähentämiseen.
