Transporditeenuste hanked hõlmavad avaliku sektori asutuste reisijate- ja kaubaveovajadusi kogu Euroopas. CPV jaotuse 60 all hõlmab see kategooria avalikke bussiteenuseid, raudteetransporditeenuseid, koolivedu, patsienditransporti, posti- ja kullerlogistikat, kaubavedu ja erivedusid valitsuse vajadusteks.
Ühistranspordi kontsessioonid ja teenuselepingud moodustavad mõned suurimad hankeharjutused Euroopa avaliku sektori kulutustes. Omavalitsuste ja piirkondlikud transpordiametid väljastavad hankeid bussiliinide opereerimiseks ja parvlaheühenduste jaoks. Balti riikides toetavad EL-i ühtekuuluvusfondid ühistranspordi moderniseerimist, sealhulgas üleminekut heitevabadele bussiparkidele.
Transporditeenuse pakkujad peaksid olema valmis tõendama tegevuse usaldusväärsust, pargihaldusvõimekust, juhtide koolitust ja ohutusnäitajaid ning teenustaseme kokkulepete täitmise võimet. EL-i puhtate sõidukite direktiiv suunab hankenõudeid madala ja nullheitmega sõidukite suunas.
