Teadus- ja arendusteenuste hanked toetavad avaliku sektori organisatsioonide teadmis- ja innovatsioonivajadusi kogu Euroopas. CPV jaotuse 73 all hõlmab see kategooria teaduslikku ja tehnilist uurimistööd, sotsiaalteaduste uurimistööd, eksperimentaalset arendustööd, teostatavusuuringuid, tehnoloogiahindamist ja innovatsioonikonsultatsioone.
EL-i programm Euroopa Horisont, riiklikud teadusnõukogud, valitsusministeeriumid ja rahvatervise agentuurid on peamised uurimisteenuste tellijad. EL investeerib üksinda kümneid miljardeid eurosid teadus- ja innovatsioonitegevusse oma raamprogrammide kaudu. Balti riigid on suurendanud oma teaduskulutusi EL-i struktuurifondide investeeringute ja riiklike innovatsioonistrateegiate kaudu.
Teadusorganisatsioonid peaksid tõendama tugevaid akadeemilisi või rakendusliku uurimistöö kvalifikatsioone, asjakohast metoodikaekspertiisi, kvalifitseeritud uurimismeeskondi ja ajalugu tõhusate tulemuste saavutamisel.
