Avaliku halduse teenuste hanked hõlmavad juhtimis-, nõustamis- ja operatiivseid teenuseid, mis toetavad valitsusfunktsioone kogu Euroopas. CPV jaotuse 75 all hõlmab see kategooria üldisi avaliku halduse teenuseid, majandus- ja sotsiaalprogrammide juhtimist, kaitsetoetusteenuseid ning sotsiaalkindlustuse ja heaoluprogrammide haldamist.
Riiklikud ja piirkondlikud valitsused, EL-i institutsioonid ja rahvusvahelised organisatsioonid hangivad neid teenuseid oma haldusvõimekuse täiendamiseks, konkreetsete programmide rakendamiseks ja spetsialiseeritud funktsioonide täitmiseks. Kaasaegse valitsemise keerukus, sealhulgas piiriülene koostöö ja digiülemineku valitsemine, loob nõudlust välise ekspertiisi järele.
Teenusepakkujad avalikus halduses peaksid tõendama sügavat arusaamist valitsusstruktuuridest, avaliku poliitika raamistikest ja haldusõigusest. Kogemused EL-i rahastatud programmide haldamisel on eriti väärtuslikud.
