Labori- ja täppisseadmete hanked teenindavad avaliku sektori asutuste teadusuuringute, kvaliteedikontrolli ja analüütilisi vajadusi kogu Euroopas. CPV jaotuse 38 all hõlmab see kategooria analüütilisi instrumente, mikroskoope, spektromeetreid, kromatograafiasüsteeme, keskkonnaseire seadmeid, täppismõõteriistasid ja testimisaparatuuri.
Ülikoolid, riiklikud uurimislaborid, rahvatervise agentuurid, keskkonnaseire asutused ja kohtuekspertiisi teenistused on peamised laboriseadmete hankijad EL-is. Investeeringud teadusinfrastruktuuri EL-i programmide kaudu loovad pideva seadmehangete voo. Balti riigid on moderniseerinud oma teadus- ja kontrollilaboreid EL-i struktuurifondide toel.
Laboriseadmete tarnijad peaksid tõendama vastavust asjakohastele kalibreerimistandarditele, pakkuma valideeritud mõõtemeetodeid ja tagama tarvikute ja varuosade pikaajalise kättesaadavuse.
