IT-teenuste hanked on üks kiiremini kasvavaid segmente Euroopa riigihangetes, mida juhib digitaalse ümberkujundamise algatused kõigil valitsustasanditel. CPV jaotuse 72 all hõlmab see kategooria IT-konsultatsiooni, kohandatud tarkvaraarendust, süsteemiintegratsiooni, pilvandmetöötlust, küberturvalisuse lahendusi, andmeanalüütikat, IT-infrastruktuuri haldust ja digitaalse ümberkujundamise nõustamist.
Valitsused kogu Euroopas digitaliseerivad aktiivselt avalikke teenuseid, moderniseerivad pärandsüsteeme ja ehitavad turvalist digitaalset infrastruktuuri. EL-i digidekaadi programm ning riiklikud digistrateegiad Eestis, Lätis ja teistes liikmesriikides loovad pidevat IT-hangete voogu. Eesti kui e-valitsemise ülemaailmne liider hangib regulaarselt kõrgtehnoloogilisi IT-teenuseid oma digitaalse identiteedi süsteemide, e-residentsuse platvormi ja X-tee andmevahetuskihi jaoks.
IT-teenuse pakkujad peaksid rõhutama tõestatud metoodikaid nagu Agile ja DevOps, andmekaitse ja GDPR-i vastavust, kogemust valitsuse turvanõuetega ning võimet pakkuda koostalitlusvõimelisi lahendusi. Raamlepingud on IT-hangetes levinud, kestes tavaliselt kaks kuni neli aastat.
