Toidu ja jookide hanked on oluline ja korduv avaliku sektori kulutuste kategooria, mis mõjutab otseselt miljoneid kodanikke institutsionaalse toitlustamise kaudu kogu Euroopas. CPV jaotuse 15 all hõlmab see kategooria värsket ja töödeldud toitu, piimatooteid, liha ja linnuliha, leiba ja pagaritooteid, jooke ning eritoite.
Koolid, haiglad, sõjaväebaasid, kinnipidamisasutused ja valitsuse söölad on peamised avalikult hangitud toidu tarbijad. EL-i talust taldrikule strateegia ajendab muutusi avaliku sektori toiduhangetes, nõudes üha enam mahetooteid, kohalikult hangitud koostisosi ja jätkusuutlikku pakendamist. Balti riigid edendavad aktiivselt oma riiklikke toidutööstusi avalike hangete eelistustega piirkondlikele ja hooajalistele toodetele.
Toidutarnijad peavad vastama EL-i toiduohutuse eeskirjadele, HACCP nõuetele, jälgitavuse standarditele ja allergeenikohustusele.
