Energia hanked on strateegiliselt oluline kategooria avaliku sektori asutustele kogu Euroopas, hõlmates elektri, maagaasi, küttekütuste, naftatoodete ja üha enam taastuvate energiaallikate tarnet. CPV jaotuse 09 all hõlmab see kategooria elektritarnelepinguid, maagaasi tarnet, sõidukipargi diisli- ja bensiinikütust ning uusi kategooriaid nagu roheline vesinik ja biogaas.
Euroopa energiaüleminek rohelise kokkuleppe ja REPowerEU kava raames on põhjalikult ümber kujundanud avaliku sektori energia hankeid. Valitsused liiguvad tavapärastest fossiilkütuse tarnelepingutest taastuvenergia ostjate lepingute, rohelise elektri päritolutagatiste ja jätkusuutlike kaugküteallikate poole. Balti riigid on seadnud ambitsioonikad taastuvenergia eesmärgid.
Energia tarnijad peaksid olema valmis tõendama konkurentsivõimelist hinnakujunduse läbipaistvust, tarneturvalisuse garantiisid, süsiniku intensiivsuse aruandlust ja taastuvenergiat sertifikaatide esitamise võimet. Raamlepingud on domineeriv hankeviis energiavarustuse jaoks.
