Arhitektuuri- ja inseneriteenused moodustavad Euroopa avaliku sektori ehitus- ja infrastruktuuriprojektide intellektuaalse selgroo. CPV jaotuse 71 all hõlmab see kategooria arhitektuurilist disaini, linna- ja maastikuplaneerimist, konstruktsioonilist inseneritööd, mehaanilist ja elektrilist insenerikonsultatsiooni, projektijuhtimist, ehitusjärelevalvet, hoonete inspekteerimist ja keskkonnamõjude hindamist.
Euroopa avaliku sektori asutused tellivad regulaarselt arhitektuuri- ja inseneriettevõtteid koolide ja haiglate projekteerimiseks, ühiskondlike elumajade arendamiseks, transpordiinfrastruktuuri planeerimiseks, linnade uuendamise projektideks ja pärandhoonete restaureerimiseks. Projekteerimiskonkursid on populaarne hankemeetod kõrge profiiliga avalike hoonete jaoks.
Arhitektuuri- ja insenerihangetes konkureerivad ettevõtted peavad esitlema asjakohast portfooliokogemust, kvalifitseeritud kutsetunnistusega töötajaid ja võimet täita projekti ajakavasid. Ehituse infomudeli (BIM) pädevus on üha enam nõutav suuremate projektide puhul.
