The services for the modernization of the software of the Unified State Electronic Database on Education concerning the development of the internal module “Diploma Supplements in Ukraine” (Ukraine)

The issues concerning the possibility to order, issue and reissue higher education documents became very acute after the beginning of the full-scale military aggression of Russia against Ukraine on 24 February 2022. According to the current Procedure for Ordering, Issuing, and Registering Higher Education Documents and Diploma Supplements of the European Format (approved as per the Order of the Ministry of Science and Education No. 249 of 06 March 2015, with amendments, registered at the Ministry of Justice of Ukraine on 05 May 2015 under No. 494/26939), higher education documents and their supplements shall be issued in printed form, which limits the possibility to use them in wartime significantly. The digitization of the higher education system is acknowledged as priority in the development of the European Higher Education Area, joined by Ukraine in 2005.
