Original udbudsbeskrivelse

Previous requirements for these services have been deployed to support the organisation meet the demands placed on it through significant changes to how public services are delivered. These deployments have been on an ad-hoc basis. We are now looking to implement a new contractual arrangement to continue this work and support an increasing demand for continuous improvement and change over the next 3 years. On average we have delivered 6 Yellow Belt training courses of up to 14 people, per course, on a yearly basis. There has been on average 6 employees attending open green belt training and 6 white belt training courses with 2-3, 1 hour lunch and learn sessions. For Change, we previously delivered around 12 specific 'change' related capability building sessions as part of our LearnFest annual learning programme. These have included topics relating to Leading Change, Managing Change and Change Culture. In addition, the CCoP, launch in June 25, have delivered approx. 4 sessions a month, plus two sessions for Management Fundamentals. The scope of this requirement is to deliver Continuous Improvement and Change training and mentoring across Essex County Council. Whilst both are in scope, Change Capability has been added as an additional service. There could be potential for the range of services to change, the scope of work, to expand or reduce; furthermore, the range of materials could increase, decrease or for new products to be included or substituted as technology develops. Where there is a requirement for additional services then Bidders will need to ensure themselves that they meet these requirements, before submitting their response. There is no guarantee that these services will be required. The size of cohorts and number of sessions per annum will be agreed by all parties prior to commencement of the services. The number of sessions per annum may vary dependant on demand. The main location of the population is County Hall, Chelmsford, Essex. However, ECC staff work on a hybrid basis (incorporating working from other locations, alongside working from the office as required). This means delivery of development services will need to be truly blended, including some virtual and some on-site face to face delivery (at Council sites across the County) for the duration of this contract. Our channel of choice for virtual delivery is Microsoft Teams (though staff can also access other platforms). The Bidder will not be required to arrange meeting rooms for face-to-face sessions as this will be managed by ECC. Contract length of 36 months with no extension options. Every digital service that ECC provides must be accessible to as many people as possible and must be compliant with Web Content Accessibility Guidelines (WCAG 2.2). This includes standalone digital services and digital services that form part of the delivery of a wider requirement, applicable requirements may be subject to successfully completing accessibility testing undertaken by ECC, before they can be accepted.

Udbudskvalitetsscore

This tender provides a clear description of services and technical requirements but is significantly hampered by missing full tender documents and evaluation criteria, impacting fairness and completeness. The lack of e-submission and explicit sustainability focus also reduces its overall quality.

Scoreopdeling

Overholdelse af lovgivning75/100

The tender defines the procedure type and CPV codes appropriately. No disputes or suspensions are noted. However, the absence of full tender documents makes a complete legal compliance assessment challenging, and the missing reveal date prevents full assessment of the '7+ days between reveal and submission' criterion, though the submission period from today is reasonable.

Missing full tender documents for comprehensive legal review
Missing reveal date for full assessment of submission period reasonableness
Klarhed80/100

The description of services, historical context, and AI-extracted technical requirements are very clear and detailed, outlining specific training types, volumes, and delivery methods. However, the critical absence of specified evaluation criteria significantly reduces overall clarity for potential bidders.

No evaluation criteria specified
Fuldstændighed70/100

Basic information, estimated value, duration, and contract start date are well-defined. The AI-extracted requirements are comprehensive. However, the complete lack of content for the 5 listed tender documents and the absence of evaluation criteria represent significant gaps in completeness.

No content available for the 5 listed tender documents
No evaluation criteria specified
Retfærdighed55/100

The value is disclosed, and requirements appear generic, not tailored. However, the absence of full tender documents and explicit evaluation criteria severely compromises fairness and transparency for bidders. The lack of e-submission also creates an unnecessary barrier.

No full document access (documents with content/summaries: 0)
No evaluation criteria specified, impacting objectivity and transparency
Praktisk anvendelighed65/100

The contract start date and duration are clear. The blended delivery model is practical. However, the lack of e-submission is a significant practical drawback, and the absence of a direct document URL or content makes accessing full tender details impractical.

No e-submission
No document URL provided and no content for listed documents
Datakonsistens90/100

Key fields are largely populated, and dates are logical and consistent. There are no reported disputes or suspensions. Minor inconsistencies include missing codes for procedure type and the 'Liable Person' field being empty.

Missing codes for 'Type' and 'Procedure'
Missing 'Liable Person'
Bæredygtighed50/100

The tender includes a positive requirement for WCAG 2.2 compliance, addressing accessibility as a social aspect. However, there is no explicit focus on broader green procurement, other social criteria, or innovation, which limits its sustainability score.

No explicit green procurement criteria
Limited explicit social criteria beyond accessibility

Styrker

Clear and detailed description of services and technical requirements
Specific estimated volumes for training courses provided
Explicit mention of WCAG 2.2 compliance for digital services
Value and duration are clearly specified
Blended delivery model (virtual/on-site) is well-defined

Bekymringer

Missing full tender documents, hindering bidder understanding and legal compliance
No evaluation criteria specified, severely impacting clarity, fairness, and transparency
No e-submission, creating a practical barrier for bidders
Lack of explicit sustainability (environmental, social, innovation) criteria
Missing 'Liable Person' and procedure codes

Anbefalinger

1. Publish all tender documents with full content to ensure transparency and allow bidders to prepare comprehensive responses.
2. Clearly define and publish the evaluation criteria and their weighting to ensure fairness and clarity for all potential bidders.
3. Implement an e-submission platform to streamline the bidding process, enhance accessibility, and align with modern procurement practices.
