Udbudskvalitetsscore

This tender for a Marine Subsea Survey Dynamic Purchasing System (DPS) provides basic information but critically lacks all essential tender documents, making it impossible for potential bidders to understand the full scope or prepare a compliant application.

Scoreopdeling

Overholdelse af lovgivning100/100

The tender correctly references the Utilities Contracts (Scotland) Regulations 2016 and mandatory exclusion grounds, indicating an intention for legal adherence. However, the complete absence of tender documents prevents a thorough assessment of full compliance with all regulatory requirements.

Absence of full tender documentation makes it impossible to verify comprehensive legal compliance.
Klarhed40/100

While the tender's purpose (establishing a DPS for subsea marine survey services) is broadly stated, the complete lack of any attached documents or detailed requirements results in a profound absence of clarity regarding the scope of services, technical specifications, and contractual terms.

No tender documents provided, leading to a critical lack of clarity on scope, requirements, and terms.
Ambiguity regarding 'some or all of the required services & equipment' without further detail.
Fuldstændighed83/100

The tender is severely incomplete, providing only high-level descriptive information. All critical components of a tender, such as detailed specifications, terms and conditions, evaluation criteria, and application forms, are entirely missing.

Complete absence of all tender documents.
Missing detailed specifications, scope of work, and technical requirements.
Retfærdighed60/100

The absence of any detailed tender documents, including specifications and evaluation criteria, fundamentally undermines the principles of fairness and equal treatment. Bidders cannot compete on an equal footing without access to the necessary information. It is impossible to assess if requirements are tailored without any documents.

Lack of detailed requirements and evaluation criteria prevents fair competition and equal treatment.
Inability to assess potential for tailored requirements due to missing documentation.
Praktisk anvendelighed40/100

From a bidder's perspective, this tender is highly impractical. Without any documents detailing the scope, requirements, or application process, it is impossible for interested parties to prepare an informed or compliant application to join the DPS.

Bidders cannot prepare informed or compliant applications without access to tender documents, specifications, or application instructions.
No information on the e-submission process, hindering practical engagement.
Datakonsistens100/100

The basic data points provided (title, reference, value, duration) are internally consistent. However, there is a minor inconsistency where the 'Type' and 'Procedure' are listed as 'Restricted procedure,' while the description explicitly states it is a 'Dynamic Purchasing System (DPS),' which is a more specific and distinct procurement tool, albeit falling under restricted procedures.

Minor inconsistency between the generic 'Restricted procedure' classification and the specific 'Dynamic Purchasing System (DPS)' mentioned in the description.
Bæredygtighed0/100

The provided information contains no mention of green procurement, social criteria, or innovation focus. This indicates a missed opportunity to integrate broader sustainability objectives into the procurement process.

Absence of green procurement criteria.
No social criteria specified.

Styrker

Clear identification of the procurement's purpose as a Dynamic Purchasing System for marine subsea survey services.
High estimated value (EUR 120,000,000) indicates a significant and attractive business opportunity.
Long contract duration (96 months) offers stability and long-term engagement for successful applicants.
Explicit reference to the governing Utilities Contracts (Scotland) Regulations 2016 provides a legal framework.
The use of a DPS allows for flexibility and continuous market access for new suppliers over its duration.

Bekymringer

Critical absence of all tender documents, including specifications, terms, and conditions.
Complete lack of evaluation criteria, making it impossible for bidders to understand how applications will be assessed.
Insufficient detail regarding the scope of 'some or all of the required services & equipment'.
No information provided on the e-submission process or how to apply to the DPS.
Absence of any sustainability, social, or innovation criteria.

Anbefalinger

1. Immediately publish all comprehensive tender documents, including detailed specifications, scope of work, terms and conditions, and clear evaluation criteria.
2. Provide explicit instructions on the application process for the DPS, including details on e-submission and required documentation.
3. Integrate and clearly define sustainability, social, and innovation criteria within the tender documents to promote broader public value.
