Original udbudsbeskrivelse

Cotswold District Council is looking to replace the current pay and display machines as they are nearing end of life. There are 15 , off-street car parks across the district with 31 Metric pay and display machines. This tender is for the purchase of 31 new machines with contactless as the only permitted payment method. There is no requirement to record vehicle registration numbers. All machines are currently mains powered however the Authority would like to consider the option of moving to alternative power supplies, therefore the requirement is split in to two types of machines. Mains powered machines, Alternative powered Machines. However, the Authority reserves the right to award the contract on the basis of Mains powered machines only, Alternative powered Machines only, Mixture of the above. Please note that this is at the sole discretion of the Authority. (Maintenance Options) Each of the 31 machines, regardless of type, will require a full maintenance provision. The maintenance element of this ITT is divided into three LOTS. Please see section 5 for further details. All Tenderer's must submit maintenance pricing for each of the three defined LOTS. Each LOT will be evaluated separately in accordance with the Assessment Criteria set out in Part A – Section 3, point 2 and on the basis of Most Advantageous Tender (MAT). The Authority intends to award the same, i.e. one maintenance option for all 31 machines and the preferred maintenance option is at the sole discretion of the Authority.

Udbudskvalitetsscore

This tender provides a clear description of the required goods and services but suffers from significant deficiencies in document availability and transparency regarding evaluation criteria, impacting fairness and completeness.

Scoreopdeling

Overholdelse af lovgivning75/100

The tender specifies an Open procedure and an appropriate CPV code. No disputes or suspensions are indicated. However, the absence of the full tender documents prevents a comprehensive assessment of all legal clauses and compliance with specific national regulations beyond the basic structure.

Full tender documents not provided for review.
Klarhed70/100

The description of the required machines, payment methods, and power options is generally clear. The division into maintenance LOTs is also explained. However, the critical evaluation criteria are not provided in the given information, which significantly hinders bidders' understanding of how their proposals will be assessed. The 'sole discretion of the Authority' clauses also introduce some ambiguity.

Evaluation criteria are not specified in the provided information.
'Sole discretion of the Authority' clauses introduce ambiguity.
Fuldstændighed55/100

Basic information such as title, organization, reference, estimated value, duration, and deadlines are present. However, the tender documents themselves are not available ('Documents with content/summaries: 0'), which is a major deficiency. Key details like full technical specifications, terms and conditions, and complete evaluation criteria are therefore missing from this analysis.

Full tender documents are not available.
Evaluation criteria are missing.
Retfærdighed45/100

The lack of access to the full tender documents and the absence of specified evaluation criteria severely compromise fairness and transparency for potential bidders. The statement 'No e-submission' also indicates a potential barrier to equal access. While the requirements themselves do not appear tailored, the process lacks transparency in key areas.

No access to full tender documents.
Evaluation criteria not specified.
Praktisk anvendelighed65/100

The contract start date and duration are clearly specified, and the estimated value is known. However, the absence of electronic submission capabilities ('No e-submission') and a direct URL for documents creates practical hurdles for bidders.

No e-submission.
Document URL not provided.
Datakonsistens90/100

The key fields are largely populated, and dates are logical and consistent. There are no indications of suspensions or disputes. Minor fields like 'Liable Person' and procedure codes are empty, but this does not impact overall consistency significantly.

Minor fields (Liable Person, Type/Procedure Code) are empty.
Bæredygtighed50/100

The tender shows a moderate consideration for sustainability by explicitly mentioning the option for 'alternative powered Machines.' However, this is presented as an option at the Authority's discretion rather than a firm requirement, and no other specific green, social, or innovation criteria are detailed.

Sustainability aspects are optional rather than mandatory.
No social or explicit innovation criteria.

Styrker

Clear description of the core requirement (machines, payment type, power options).
Key financial and timeline information (value, duration, start date) is provided.
Procedure type and CPV code are clearly defined.
Consideration for alternative power supplies.

Bekymringer

Full tender documents are not available for review.
Evaluation criteria are not specified, hindering bidder understanding.
Lack of electronic submission (e-submission).
'Sole discretion of the Authority' clauses introduce ambiguity.
Limited focus on mandatory sustainability, social, or innovation aspects.

Anbefalinger

1. Ensure all tender documents, including full specifications and terms, are readily accessible to all potential bidders.
2. Clearly define and publish the detailed evaluation criteria and their weighting to ensure transparency and fairness.
3. Implement an e-submission platform to streamline the bidding process and enhance accessibility.
