Denne udbudsanmeldelse skitserer Myndighedens hensigt om konkurrencemæssigt at vurdere, udvælge og tildele en kontrakt om levering af ballistiske testtjenester til personlig pansring for at understøtte nye projekter og sikre livslang support af personlig pansring leveret til dets væbnede styrker. Ballistisk testtjeneste vil fungere som en dedikeret platform til at facilitere omfattende test og evaluering af personlige pansringssystemer. Denne tjeneste vil omfatte et bredt udvalg af beskyttelsesudstyr, herunder, men ikke begrænset til, hårde ballistiske plader, bløde ballistiske fyldstoffer og hjelme. Testprocessen vil sikre, at disse beskyttelsesløsninger opfylder etablerede sikkerheds-, holdbarheds- og ydeevnestandarder under forskellige forhold. Ved at levere en struktureret og pålidelig vej til ballistisk testning sigter tjenesten mod at understøtte udvikling, validering og certificering af personligt beskyttelsesudstyr, hvilket sikrer, at det opfylder operationelle krav og tilbyder optimal beskyttelse til brugere i forskellige miljøer. Til levering af ballistiske testtjenester er det et obligatorisk krav, at entreprenøren driver et anlæg beliggende inden for Det Forenede Kongerige. Dette sikrer tilgængelighed, overholdelse af relevante britiske regler og overensstemmelse med nationale sikkerheds- og operationelle standarder. Ballistisk testning vil blive udført efter behov i hele kontraktens varighed, med testplaner bestemt af specifikke krav eller anmodninger. Entreprenøren skal opretholde beredskab og fleksibilitet til at imødekomme testkrav på ethvert tidspunkt i kontraktperioden, hvilket sikrer rettidig og effektiv servicelevering for at imødekomme programmets behov.
