En 2021, la Comisión Europea lanzó la estrategia de inversiones Global Gateway, que tiene como objetivo fomentar inversiones de gran calibre en infraestructura verde y digital en los países socios, con soluciones innovadoras y de calidad, creando al mismo tiempo valor añadido local y promoviendo el crecimiento económico, el empleo y la cohesión social. Durante la III Cumbre UE-CELAC, celebrada en julio de 2023, los dirigentes de ambas regiones reafirmaron su compromiso de reforzar la asociación

--Bids must be submitted in one of the official languages of the European Union.

MANDATORY EXCLUSION GROUNDS1
--Participation in the restricted procedure is subject to the exclusion grounds provided for in Article 136 of the Financial Regulation (EU, Euratom) 2018/1046.
ELIGIBILITY REQUIREMENTS2
--Candidates must be legal entities.
--Candidates must be established in a Member State of the European Union or in a country that is a party to the Agreement on the European Economic Area, or in a country that has a specific agreement with the European Union which covers this instrument, or in a country that has a specific agreement with the European Union which covers this instrument.
TECHNICAL CAPABILITY REQUIREMENTS3
--The tenderer must have proven experience in providing technical assistance for the implementation of investment agendas, particularly in the areas of green and digital transitions.
--The tenderer must demonstrate experience in working with international organizations and/or public authorities in developing countries.
--The tenderer must have a team of experts with relevant qualifications and experience in areas such as sustainable infrastructure, green finance, digital transformation, regulatory reform, and stakeholder engagement.
FINANCIAL REQUIREMENTS2
--The tenderer must demonstrate sufficient financial capacity to undertake the project.
--The tenderer must provide evidence of their financial stability, such as audited financial statements for the past three years.
