Original udbudsbeskrivelse

The successful Supplier will be required to provide a Cleaning Tender service for Burnage Academy for Boys in the heart of Manchester, {M19-1ER} This procurement is being conducted under a competitive flexible procedure in accordance with the Procurement Act 2023. Following the initial selection stage, the Contracting Authority intends to invite up to {8} suppliers to participate in the tender stage. Selection will be based on the criteria set out in the tender documents and will be applied in a transparent and non-discriminatory manner. Suppliers must meet the minimum conditions of participation in order to progress to the tender stage. Contract value = £216,375PA. Excluding V.A.T. Burnage Academy for Boys is situated in the heart of Manchester, {M19-1ER} and provides personalised one-to-one attention to every student. The successful contractor will be required to deliver a Cleaning Service and meet the requirements of the contract specification from the commencement date. The client seeks a cleaning partner to support, manage, and develop a team established on-site. The partner should have a clear direction to enhance the service delivery to boys of all ages at Burnage Academy for Boys. Additionally, the partner should be a professional organisation that can take the cleaning standard to the next level throughout the entire academy day, consistently with clear and defined direction. The client wants to understand what forward thinking solutions a new cleaning contractor can deliver, managing costs, bringing innovation to the forefront of everything they complete each day. The contract being tendered is for three years in duration from the end of August 2026 until end of August 2029, with the option to extend for a further term of three years on the same terms and conditions excluding the right to further extend. The contract will be fixed price in nature, with the Contractor invoicing the Client for one-twelfth of the annual cost on a monthly basis. Whilst the monthly charge will represent one-twelfth of the contract cost, a reconciliation will take place monthly to reconcile the actual hours worked within the contract. If the hours worked are less than those budgeted for a credit will be required by the Academy within seven working days. This credit will be calculated by dividing the annual contract cost (fixed cost) by the number of annual input hours to arrive at a contractual cost per hour, this will then be multiplied by the number of hours due to arrive at the fiscal credit We are seeking a suitably experienced Supplier who has current experience of working within the Secondary academy marketplace, ideally with a strong operational base within Manchester, {M19-1ER} or surrounded areas, thus allowing for both adequate contract support and operational flexibility that is to be delivered to support the contract as and when needed during the contract term. A robust level of management support must be provided by the successful contractor to ensure that the detailed specification is delivered within the contract on a consistent basis within the contract period. This includes engaging directly with key stakeholders at the academy on a regular basis. The academy is looking for a supplier who is flexible in their approach and will work closely with the academy to ensure that standards of cleanliness are kept high. The academy would also like to look at whether a more robust financial offer could be achieved through efficiencies with staff training and improved equipment. The new contract will service all internal areas of the academy and help support their ambitious plans to host professional learning events and explore wider opportunities that could include making their facilities available to the local community including weekend hours. The scope of the contract covers all the cleaning provision within the academy’s including all holiday and periodic cleans. The successful Supplier will be expected to deliver a concise and detailed method of management reporting at the end of each month, thus updating the senior management team at Burnage Academy for Boys on the contract performance. The minimum number of professional cleaning contractors who will complete the requested criteria is eight, providing the client with confidence in selecting the appropriate candidate for the Tender stage. The tender project is seeking to appoint a Contractor whose initiative and innovation will be welcomed for the provision of services. The high-quality service levels proposed, should maintain excellent standards throughout, resulting in a clean and pleasant environment for students, staff and visitors across the academy. It should be noted that the successful contractor will be expected to bring to the contract: innovation; new equipment; and cleaning methods, with Bic’s standards being achieved, as a minimum, thus ensuring that the highest levels of cleanliness are maintained in all areas at all times and also ensuring that the productivity of the cleaning operatives is enhanced moving forward into the new contract term. The successful contractor will be expected to put forwards both innovation and their proposals for making this contract more environmentally sensitive and carbon neutral moving into this contract term both by way of contract delivery, and also within the successful contractor’s organisation, thus working to deliver the Burnage Academy for Boys environmental polices The terms and conditions of employment and recognition offered to the cleaning operatives should be both progressive and forward thinking ensuring that the staffing establishment is complete at all times and staff turnover is kept to a minimum.
