Energiförsörjningsupphandling är en strategiskt viktig kategori för offentliga myndigheter världen över och omfattar leverans av el, naturgas, bränslen för uppvärmning, petroleumprodukter och i ökande grad förnybara energikällor. Under CPV-avdelning 09 omfattar denna kategori elavtal, naturgasleveranser, diesel och bensin för fordonsflottor, eldningsolja, fasta bränslen och nya kategorier som grön vätgas och biogas.
Energiomställningen inom ramen för Green Deal och REPowerEU-planen har fundamentalt omformat den offentliga energiförsörjningsupphandlingen. Regeringar går från konventionella fossilbränsleleveransavtal mot elköpsavtal för förnybar energi, ursprungsgarantier för grön el och fjärrvärme från hållbara källor. Baltikum har satt ambitiösa mål för förnybar energi, vilket driver upphandling av vind- och solenergi, biomassa och energilagringslösningar för offentliga byggnader och infrastruktur.
Energileverantörer som konkurrerar om offentliga kontrakt bör vara beredda att visa transparens i prissättningen, garantier för leveranssäkerhet, rapportering av koldioxidintensitet och förmåga att tillhandahålla certifikat för förnybar energi. Ramavtal är det dominerande upphandlingsinstrumentet för energileveranser, vanligtvis med en löptid på ett till fyra år med möjlighet till förlängning.
