De inkoop van transportmaterieel omvat de voertuigen en bijbehorende uitrusting die door openbare autoriteiten worden aangeschaft voor operationele doeleinden en dienstverlening. Onder CPV-divisie 34 omvat deze categorie auto's, bestelwagens, bussen, vrachtwagens, hulpverleningsvoertuigen, speciaal voertuigen, rollend materieel voor spoorwegen, vaartuigen, fietsen en e-scooters, voertuigonderdelen en -accessoires, en verkeersmanagementapparatuur, inclusief signalisatie en barrières.
De inkoop van overheidsvloten vertegenwoordigt een aanzienlijke markt, waarbij openbare autoriteiten voertuigen inkopen voor administratief gebruik, hulpdiensten, openbaar vervoer, defensie, gemeentelijke diensten zoals afvalinzameling en wegenonderhoud, en wetshandhaving. De Clean Vehicles Directive schrijft minimale inkoopdoelstellingen voor schone voertuigen voor, wat de overgang naar elektrische en waterstof aangedreven vloten in de lidstaten versnelt.
Voertuigleveranciers en -fabrikanten moeten er rekening mee houden dat bij de evaluatie van overheidsopdrachten steeds meer rekening wordt gehouden met de levenscycluskosten, waaronder brandstof- of energieverbruik, onderhoudskosten en restwaarde, naast de aankoopprijs. Milieucriteria zoals CO2-emissieniveaus, geluidsnormen en de beschikbaarheid van alternatieve brandstofvarianten worden steeds doorslaggevender.
