De inkoop van software door wereldwijde openbare instellingen omvat een breed scala aan pakketapplicaties, bedrijfssystemen en gespecialiseerde digitale tools. Onder CPV-divisie 48 omvat deze categorie Enterprise Resource Planning (ERP)-systemen, documentbeheersystemen, geografische informatiesystemen, financiële en boekhoudkundige software, HR-beheeroplossingen, contentmanagementsystemen en branchespecifieke applicaties voor de gezondheidszorg, het onderwijs en het openbaar bestuur.
Overheden besteden jaarlijks miljarden uit aan softwarelicenties, abonnementen en gerelateerde implementatiediensten. De trend naar Software as a Service (SaaS) en cloudgebaseerde oplossingen hervormt inkoop patronen, waarbij veel organisaties afstappen van grote eenmalige licentieaankopen naar op abonnementen gebaseerde modellen. De adoptie van open-source software groeit, met name in de Baltische staten en Scandinavische landen, gedreven door doelstellingen rond leveranciersonafhankelijkheid, kostenefficiëntie en beveiligingstransparantie.
Softwareleveranciers die concurreren op openbare aanbestedingen moeten naleving aantonen van toegankelijkheidsnormen zoals WCAG 2.1, gegevenssoevereiniteit en GDPR-naleving, interoperabiliteit met bestaande IT-ecosystemen van de overheid, en robuuste beveiligingscertificeringen. Lokalisatie voor meerdere talen is vaak vereist voor implementaties in lidstaten. De beoordelingscriteria balanceren doorgaans de totale eigendomskosten, functionele geschiktheid, gebruikerservaring, integratiemogelijkheden en de levensvatbaarheid en ondersteuningsverplichting van de leverancier op lange termijn.
