De inkoop van onderzoeks- en ontwikkelingsdiensten ondersteunt de kennis- en innovatiebehoeften van publieke sectororganisaties wereldwijd. Het Horizon Europe-programma, nationale onderzoeksraden, ministeries en volksgezondheidsinstanties zijn belangrijke opdrachtgevers van onderzoeksdiensten. Overheden investeren miljarden in onderzoek en innovatie via hun kaderprogramma's. Nationale overheden vullen dit aan met binnenlandse onderzoeksfinanciering voor beleidsontwikkeling, bewijs voor volksgezondheid, milieumonitoring en technologische vooruitgang.

Data managementplannen, toezeggingen tot open access publicatie en ethische kaders voor onderzoek worden steeds vaker vereist. Universiteiten, onderzoeksinstellingen en gespecialiseerde adviesbureaus kunnen allemaal concurreren om publieke onderzoekscontracten.
