De inkoop van onderzoeks- en ontwikkelingsdiensten ondersteunt de kennis- en innovatiebehoeften van publieke sectororganisaties wereldwijd. Onder CPV-divisie 73 omvat deze categorie wetenschappelijk en technisch onderzoek, sociaal- en geesteswetenschappelijk onderzoek, experimentele ontwikkeling, haalbaarheidsstudies, technologiebeoordeling, beheer van klinische proeven en adviesdiensten op het gebied van innovatie.
Het Horizon Europe-programma, nationale onderzoeksraden, ministeries en volksgezondheidsinstanties zijn belangrijke opdrachtgevers van onderzoeksdiensten. Overheden investeren miljarden in onderzoek en innovatie via hun kaderprogramma's. Nationale overheden vullen dit aan met binnenlandse onderzoeksfinanciering voor beleidsontwikkeling, bewijs voor volksgezondheid, milieumonitoring en technologische vooruitgang.
Onderzoeksinstellingen die concurreren om publieke R&D-contracten moeten sterke academische of toegepaste onderzoekscredentials, relevante methodologische expertise, gekwalificeerde onderzoeksteams en een track record van het leveren van bruikbare bevindingen aantonen. Data managementplannen, toezeggingen tot open access publicatie en ethische kaders voor onderzoek worden steeds vaker vereist. Universiteiten, onderzoeksinstellingen en gespecialiseerde adviesbureaus kunnen allemaal concurreren om publieke onderzoekscontracten.
