De geliberaliseerde postmarkt maakt concurrerende biedingen van meerdere exploitanten mogelijk, terwijl de inkoop van telecommunicatie vaak gebruik maakt van raamovereenkomsten die spraak-, data- en mobiele diensten omvatten.
