Inkoop van gemeenschaps-, sociale en persoonlijke diensten omvat een breed scala aan openbare diensten die het welzijn van burgers en de gemeenschapsontwikkeling wereldwijd ondersteunen. Onder CPV-divisie 98 omvat deze categorie wasserij- en stomerijdiensten voor publieke instellingen, kappers- en schoonheidsdiensten voor verzorgingstehuizen en gezondheidszorgfaciliteiten, begrafenis- en begraafplaatsbeheerdiensten, beheer van ledenorganisaties, huishoudelijke diensten en diverse persoonlijke diensten die door sociale welzijnsinstanties worden gecontracteerd.
Gemeentelijke sociale diensten, gezondheidsinstellingen, militaire vestigingen, gevangenissen en gemeenschapsontwikkelingsbureaus kopen deze diensten in om te voorzien in de dagelijkse behoeften van burgers onder hun zorg en om openbare faciliteiten te onderhouden. Wasserijservices voor ziekenhuizen, verzorgingstehuizen en militaire bases vertegenwoordigen aanzienlijke terugkerende contracten.
Dienstverleners moeten geschikte hygiëne-certificeringen, professionele kwalificaties relevant voor hun dienstgebied en de capaciteit om betrouwbare, waardige diensten te leveren aan vaak kwetsbare bevolkingsgroepen aantonen. Veel van deze dienstencategorieën bieden goede mogelijkheden voor sociale ondernemingen, coöperaties en MKB's die gepersonaliseerde, gemeenschapsgerichte diensten kunnen leveren met sterke lokale kennis en responsieve klantenservice.
